Regular Council Meeting, October 8, 2020

The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs October 8, 2020 with Mayor Hennessy presiding.

BRING MEETING TO ORDER:

The Mayor brought the meeting to order and welcomed everyone to the meeting.

APPROVAL OF AGENDA                 

It was moved by Councillor Fortune & seconded by Councillor Underhill to approve agenda as circulated. MOTION CARRIED.

APPROVAL OF MINUTES

It was moved by Councillor Fortune, seconded by Councillor Underhill to adopt the minutes, as circulated, of the Regular Council meeting September 10, 2020.  MOTION CARRIED

It was moved by Councillor Fortune, seconded by Councillor Ross to adopt the minutes, as circulated, of the Special Council meeting September 28, 2020.  MOTION CARRIED

BILLS & ACCOUNTS

Moved by Councillor Underhill second by Councillor Fortune that the bills in the amount of $5,361.82 be paid. MOTION CARRIED.

COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED

HISTORICAL SOCIETY:  Councillor Fortune reported that in order to complete the parking lot on the former Wall’s property there is a need for investment by the Historical Society.

SENIORS: Councillor Ross had nothing to report.

AMBULANCE NB:  Mayor Hennessy has been in close contact with Ambulance NB and are waiting on information and dates for a meeting to continue talks.

HEALTH & WELLNESS:  Councillor Brennan reported that no meetings have been held.

ATV:  Councillor Underhill reported that no meetings have been held.

HOME & SCHOOL:  Councillor Underhill reported that there will be no home tours this year but tickets will be sold on Christmas items.

WEB PAGE:  Councillor Brennan reported that Leslie continues to update the web page.

FIRE DEPARTMENT: Councillor Ross gave fire report for September 2020.  Total manpower available (24), Call responded to within village during month (2), call outside village (1), training session held (4), Man Hours (58); New equipment: 2 hose nozels, first aid / trauma bag; Equipment Not in Service: one exhaust fan broken, truck #2.

RCMP: Councillor Ross had nothing to report.

EMO:  Councillor Ross had nothing to report.

DOG CONTROL: Councillor Fortune gave report. He has received several calls during the month regarding two dogs. Mr. Miner has been contacted and taken steps to end the issues.

STREET LIGHTING:  All lights are working and those that are not have been reported.

LEISURE SERVICES: Councillor Brennan had nothing to report.

RECREATION: Councillor Underhill reported that no meetings have been held.

TOURISM Councillor Underhill had nothing to report.

BEAUTIFICATION: Councillor Ross reported that flags have been taken down.  Waiting on quote for Christmas wreaths.

PARK: Councillor Fortune reported that the park workers are done for the season and the park has been prepared for winter.

UNSIGHTLY PREMISES: Councillor Brennan had nothing to report.

FINANCE: Mayor Hennessy reported that finances are in order. 

BUILDINGS: Councillor Fortune had nothing to report.

SEWER:  Councillor Fortune had nothing to report.

STREET & PUBLIC WORKS Mayor Hennessy reported that North Shore Construction is planning to finish the storm drains on Main Street.

Some culvert work and ditching has been completed around the village.

The mulching job on MacLaggan Drive has been completed.

Regional Service Commission: Mayor Hennessy had nothing to report.

Publicity & Promotion:  Mayor Hennessy reported that in regards to recent events, the village should do something to recognize first responders.  The normal appreciation night is cancelled due to Covid but appreciation should be expressed in some way.

Mayor Hennessy has been in close contact with Ambulance NB and MLA, Jake Stewart regarding coverage in the village.  Still waiting on information and a meeting to continue talks.

NEW BUSINESS:

9.1  HVAC Repair

Moved by Councillor Fortune, seconded by Councillor Underhill to hire Controls & Equipment to repair heat pump unit at a cost of $3302. Plus HST.  MOTION CARRIED.

9.2  Halloween

I discussion was held on Halloween events.  Council has decided to go ahead with traditional door to door trick-or-treating.

9.3 Ad for Building Inspector, Enforcement Officer, Planner

Moved by Councillor Fortune, seconded by Councillor Brennan to advertise for the position of building inspector / bylaw enforcement officer / planner.  MOTION CARRIED.

Moved by Councillor Ross to adjourn the meeting at 19:55 hours.

Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
