Regular Council Meeting, March 14, 2019

The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs March 14, 2019 with Mayor Hennessy presiding.

BRING MEETING TO ORDER:

The Mayor brought the meeting to order and welcomed everyone to the meeting.

GUESTS: None

APPROVAL OF AGENDA                 

It was moved by Councillor Fortune & seconded by Councillor Underhill to approve agenda as circulated. MOTION CARRIED.

APPROVAL OF MINUTES

It was moved by Councillor Fortune, seconded by Councillor Brennan to adopt the minutes, as circulated, of the Regular Council meeting March 14, 2019.  MOTION CARRIED

BUSINESS ARISING FROM MINUTES

CORRESPONDENCE      

Two letters were received requesting funding.  Due to village policy on only providing donations in regards to education we will not be donating to these causes.

BILLS & ACCOUNTS

Moved by Councillor Underhill second by Councillor Fortune that the bills in the amount of $6080.46 be paid. MOTION CARRIED.

COMMITTEEREPORTS: ALL REPORTS ARE ATTACHED

HISTORICAL SOCIETY:  Councillor Fortune reported that a meeting will be held on March 27, 2019.

SENIORS: Councillor Ross reported that the seniors supper is tentatively set for April 15, 2019.

AMBULANCE NB:  Councillor Ross had nothing to report.

HEALTH & WELLNESS:  Councillor Brennan reported that they had a meeting on Feb 27.  There are sessions set up on wellness for the next 8-10 weeks. They plan to host “Soups On” April 23.

ATV:  Councillor Underhill reported that Station Street access will be discussed under new business.

HOME & SCHOOL:  Councillor Underhill had nothing to report.

WEB PAGE:  Councillor Brennan reported that Leslie continues to update the web page.

FIRE DEPARTMENT: Councillor Ross gave fire report for Feb 2019.

Total manpower available (21), Call responded to within village during month (1), call outside village (1), training session held (4), Man Hours (61); New equipment: seat covers; Equipment Not in Service: auto eject truck 4

RCMP: No report submitted

EMO:  Councillor Ross reported that she received an email from Duane Augustine regarding river watch and flooding.

DOG CONTROL: Councillor Fortune reported that there were no complaints during the month.

STREET LIGHTING:  All lights are working and those that are not have been reported.

LEISURE SERVICES: Councillor Brennan reported she is working on a band and show n’ shine as well as other events for July 1 weekend.

RECREATION: Councillor Underhill had nothing to report.    

TOURISM Councillor Underhill had nothing to report.

BEAUTIFICATION: Councillor Ross reported that she spoke with Peggy at Pat Finnigan’s office regarding funding for new pole decorations lights.  She suggested we reach out to Jake and wait for the new budget.

PARK: Councillor Fortune had nothing to report.  Mayor Hennessy reported that he has looked at lawnmowers for upcoming season.

UNSIGHTLY PREMISES: Councillor Brennan had nothing to report.

FINANCE: Mayor Hennessy reported that finances are in order. 

BUILDINGS: Councillor Fortune had nothing to report.

SEWER:  Councillor Fortune reported that the storm drains have been cleaned out to prevent future flooding when thaw begins.

STREET & PUBLIC WORKS Mayor Hennessy reported Dana has cleaned out catch basins to help with water issues.  DTI shoved back snow banks through village.  No date set yet for Crandall and Jake.

Regional Service Commission: Mayor Hennessy had nothing to report.

Publicity & Promotion:  Mayor Hennessy reported that he has been in contact with local snowmobile club to discuss a project for our area.  Will discuss in new business further.

Mayor Hennessy met with Jake Stewart to discuss upcoming projects.  He is confident we will get funding to complete projects.

NEWBUSINESS:

9.1 Bylaw #81

Moved by Councillor Underhill, seconded by Councillor Fortune to pass third reading by title of By-law #81 – Remuneration Of Council. MOTION CARRIED.

9.2 Regional Economic Plan Club 22

Mayor Hennessy brought forth a letter that we received regarding plans the club has for our area.  Council fully supports the club in their plans for our area.

9.3  Jaws of Life

Fire Chief Garth Underhill forwarded two quotes for a new jaws of life.  The department has only tried one of the machines to date.  They will test the other and get back to council on their opinion of both machines.  Council has agreed that we do need to purchase a new jaws of life and will make a decision on which one after testing has been completed.

9.4  ATV Access to Station Street

The ATV club is still requesting access to Station Street. We had our insurance company review our policy.  We now need to contact the RCMP and DTI to discuss further and review.

Moved by Councillor Ross to adjourn the meeting at 20:10 hours.

Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
