Regular Council Meeting, April 11, 2019

The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs April 11, 2019 with Mayor Hennessy presiding.

BRING MEETING TO ORDER:

The Mayor brought the meeting to order and welcomed everyone to the meeting.

GUESTS: No guests.

APPROVAL OF AGENDA                 

It was moved by Councillor Ross & seconded by Councillor Fortune to approve agenda as circulated. MOTION CARRIED.

APPROVAL OF MINUTES

It was moved by Councillor Fortune, seconded by Councillor Brennan to adopt the minutes, as circulated, of the Regular Council meeting March 14, 2019.  MOTION CARRIED

BILLS & ACCOUNTS

Moved by Councillor Underhill second by Councillor Fortune that the bills in the amount of $17,528.45 be paid. MOTION CARRIED.

COMMITTEEREPORTS: ALL REPORTS ARE ATTACHED

HISTORICAL SOCIETY:  Councillor Fortune reported that the meeting was cancelled due to weather.  Meeting will take place in the coming week.

SENIORS: Councillor Ross reported that the seniors supper is on April 15, 2019 at the United Church Hall.

AMBULANCE NB:  Councillor Ross had nothing to report.

HEALTH & WELLNESS:  Councillor Brennan reported that Soups on will now be held at the United Church Hall. Positive thinking starting soon, working with the RCMP.

ATV:  Councillor Underhill reported that she has been in contact with Allan Killan @ Public Safety regarding a by-law for use of village street.  He suggests once the bylaw has been written and had first reading to send to Motor Vehicle for review.

HOME & SCHOOL:  Councillor Underhill reported they are working on year end parties. 

WEB PAGE:  Councillor Brennan reported that Leslie continues to update the web page.

FIRE DEPARTMENT: Councillor Ross gave fire report for March 2019.

Total manpower available (22), Call responded to within village during month (2), call outside village (1), training session held (4), Man Hours (42); New equipment: Nil; Equipment Not in Service: rescue tools

RCMP: No report submitted

EMO:  Councillor Ross had nothing to report.

DOG CONTROL: Councillor Fortune reported that there were no complaints during the month.

STREET LIGHTING:  All lights are working and those that are not have been reported.

LEISURE SERVICES: Councillor Brennan reported she is continuing to work on show n’ shine as well as other events for July 1 weekend.

RECREATION: Councillor Underhill had nothing to report.    

TOURISM Councillor Underhill reported she has been in contact with River Guide reps.  Will discuss under new business.

BEAUTIFICATION: Councillor Ross reported that she spoke with Philippe at Miramichi Programs and Regional Development, Tourism, Heritage and Culture regarding funding for new pole decorations lights.  Nothing available right now.

PARK: Councillor Fortune reported that Ronnie Underhill has the park plowed to the boat ramp.

UNSIGHTLY PREMISES: Councillor Brennan had nothing to report.

FINANCE: Mayor Hennessy reported that finances are in order. 

BUILDINGS: Councillor Fortune reported that some shingles have blown off community centre building.

SEWER:  Councillor Fortune reported that Donovan’s Mobile Watch steamed out frozen drains on the corner of Isabelle Drive and MacLaggan.

STREET & PUBLIC WORKS Mayor Hennessy had nothing to report.

Regional Service Commission: Mayor Hennessy had nothing to report.

Publicity & Promotion:  Mayor Hennessy reported that he attended a meeting with the mayors of Rogersville, Neguac and Miramichi to discuss common problems. Went snowmobiling with Premier Higgs and Minister Stewart.  Completed a phone interview about RCMP.

NEWBUSINESS:

9.1 Credit Card Application

Moved by Councillor Underhill, seconded by Councillor Fortune to apply for a village credit card.  MOTION CARRIED.

9.2  Resolution Snow Goers

WHERE AS:

Tourism industry partners of the Central New Brunswick region have identified a means of increasing tourism growth and substantially boosting over-all economic benefits to this region.

AND

One of the key components of realizing these benefits is to diversify our tourism product and re-establish our regional brand. I.e. we are more than just a salmon fishing destination and forestry town.

AND

Improve our multi-season multi use trail system. (the product) and all services associated.

AND

Encourage investment by private business, service clubs, c    community groups, municipalities and governments.    

THEREFORE:

Be it resolved that the Village of Blackville will be the official applicant on a “Regional Economic Development Proposal” that will be presented to the Province of New Brunswick for consideration. 

Moved by Councillor Fortune, seconded by Councillor Brennan.  MOTION CARRIED.

9.3  Park Workers

Moved by Councillor Brennan, seconded by Councillor Fortune to advertise in the Miramichi Leader for park workers.  MOTION CARRIED.

9.4  Community Centre Roof

Councillor Fortune brought forth concerns of missing shingles on the roof.  He will have the roof inspected.

9.5  Tender

Moved by Councillor Underhill, seconded by Councillor Ross to prepare and post an add for a Rescue Tools for the Blackville Fire Department.  MOTION CARRIED.

9.6  River Guide

Moved by Councillor Ross, seconded by Councillor Fortune to place an advertisement in the River Guide at a cost of $809 plus taxes.  MOTION CARRIED.

9.7 Sweeping Streets

Clerk will contact Willie Dean to have the village streets swept.

MOTION TO ADJOURN

Moved by Councillor Ross to adjourn the meeting at 20:05 hours.
