Regular Council Meeting, December 13, 2018

The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs December 13, 2018 with Mayor Hennessy presiding.

BRING MEETING TO ORDER:
The Mayor brought the meeting to order and welcomed everyone to the meeting.

GUESTS: None

APPROVAL OF AGENDA
It was moved by Councillor Underhill & seconded by Councillor Fortune to approve agenda as circulated. MOTION CARRIED.

APPROVAL OF MINUTES
It was moved by Councillor Underhill, seconded by Councillor Fortune to adopt the minutes, as circulated, of the Regular Council meeting November 8, 2018. MOTION CARRIED

It was moved by Councillor Ross, seconded by Councillor Fortune to adopt the minutes, as circulated, of the Special Council meeting November 28, 2018. MOTION CARRIED

It was moved by Councillor Underhill, seconded by Councillor Fortune to adopt the minutes, as circulated, of the Special Council meeting December 5, 2018. MOTION CARRIED

BILLS & ACCOUNTS
Moved by Councillor Underhill second by Councillor Ross that the bills in the amount of $19,247.68 be paid. MOTION CARRIED.

COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED

HISTORICAL SOCIETY: Councillor Fortune reported that the Walls house has been demolished. Gift cards have been given to Hugh Hallihan, Rodney Coughlan and Shirley Underhill for their help.

SENIORS: Councillor Ross had nothing to report.

AMBULANCE NB: Councillor Ross had nothing to report.

HEALTH & WELLNESS: Councillor Brennan reported that the memorial tree lighting went well. Next meeting is Jan 30. They will be continuing with the chef’s program next semester.

ATV: Councillor Underhill reported that a meeting was held on November 19 with 15 people in attendance. The club would like to members to buy their permits from them instead of snb. The club will be applying for funding for a backhoe.

HOME & SCHOOL: Councillor Underhill reported that the home tours were a huge success. Christmas fun night was held for the elementary. They will be supporting a Christmas family.

BUSINESS ASSOCIATION: Councillor Underhill had nothing to report.

WEB PAGE: Councillor Brennan reported that Leslie continues to update the web page.

FIRE DEPARTMENT: Councillor Ross gave fire report for Nov 2018.
Total manpower available (20), Call responded to within village during month (4), call outside village (5), training session held (4), Man Hours (82); New equipment: boots, 3 dress uniforms, 3 station gear. Equipment Not in Service: NIL

RCMP: No report submitted.

EMO: Councillor Ross reported that no date has been set yet for a meeting with Duane Augustine. Public Safety has another planned province wide emergency preparedness plan for June 2019.

DOG CONTROL: Councillor Fortune reported that two dogs were reported outside a home on Hallihan Lane. With the help of social media the owner was found.

STREET LIGHTING: All lights are working and those that are not have been reported.

LEISURE SERVICES: Councillor Brennan reported that she will begin the plans for July 1 in the new year. Truck show will be planned again as well as entertainment.

RECREATION: Councillor Underhill had nothing to report.

TOURISM Councillor Underhill had nothing to report.

BEAUTIFICATION: Councillor Ross had nothing to report.

PARK: Councillor Fortune reported that tape has been installed on the fence around the splash pad to make it more visible to sledders.

UNSIGHTLY PREMISES: Councillor Brennan had nothing to report.

FINANCE: Mayor Hennessy reported that the finances are in order.

BUILDINGS: Councillor Fortune had nothing to report.

SEWER: Councillor Fortune had nothing to report.

STREET & PUBLIC WORKS Mayor Hennessy reported that winter has arrived as well as the slippery roads.
Regional Service Commission: Mayor Hennessy reported that he attended a meeting. The budget was approved.

Publicity & Promotion: Mayor Hennessy reported that he met with Ambulance NB regarding coverage in Blackville and the rapid response unit. The rapid response unit was also at the fire hall for a presentation.
Met with Minister Stewart regarding the upcoming year and discussed some potential projects.
The breakfast was a success. A few issues regarding the delay in the parade. It was out of our control.

NEW BUSINESS:

9.1 Fire Chief Honorarium
Mayor Hennessy declared a conflict of interest and excused himself from the meeting.
A request from the fire chief to be paid a monthly honorarium was discussed. Council will not proceed with this request.

9.2 MRTA Map
A discussion was held on advertising on the MRTA map. It was concluded that we are already on the web site.

MOTION TO ADJOURN
Moved by Councillor Ross to adjourn the meeting at 19:40 hours.

Council Meetings

Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
