Regular Council Meeting, June 2, 2022

The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs June 2, 2022 with Deputy Mayor Brennan presiding.

BRING MEETING TO ORDER:

The Deputy Mayor brought the meeting to order and welcomed everyone to the meeting.

GUESTS: RCMP, David Donahue, Hannah Johnson

Hannah Johnson who is running in the election this month for the Liberal Party came to introduce herself.

David Donahue gave council an update on his work on the division of Entity 22.

Marco Johnson from the RCMP was present to discuss any issues council has in regards to the RCMP.

APPROVAL OF AGENDA                 

It was moved by Councillor Underhill & seconded by Councillor A. Brennan to approve agenda as circulated. MOTION CARRIED.

APPROVAL OF MINUTES

It was moved by Councillor Underhill, seconded by Councillor A. Brennan to adopt the minutes, as circulated, of the Regular Council meeting April 21, 2022.  MOTION CARRIED

APPROVAL OF MINUTES

It was moved by Councillor Underhill, seconded by Councillor A. Brennan to adopt the minutes, as circulated, of the Special Council meeting April 28, 2022.  MOTION CARRIED

APPROVAL OF MINUTES

It was moved by Councillor A. Brennan, seconded by Councillor Underhill to adopt the minutes, as circulated, of the Special Council meeting May 27, 2022.  MOTION CARRIED

Mayor Fortune and Councillor Ross were absent.

CORRESPONDENCE

Council has received all correspondence either through email or hard copy in their mail boxes.

BILLS & ACCOUNTS

Moved by Councillor Underhill second by Councillor A. Brennan that the bills in the amount of $37,530.47 be paid. MOTION CARRIED.

COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED

SENIORS:  Councillor Ross was absent.

BY-LAWS:  Councillor Ross was absent.

FIRE DEPARTMENT: Fire Chief Christopher Sturgeon gave fire report for April 2022.  Total manpower available (18), Call responded to within village during month (1), call outside village (1), training session held (5); New Equipment, NIL; Equipment not in use, NIL;

Chief Comments, Truck checks were done on trucks 4,5,6.  Pump training on trucks 4 and 5, ice rescue training, wildland fire season prep.

Fire Chief Christopher Sturgeon gave fire report for May 2022.  Total manpower available (18), Call responded to within village during month (1), call outside village (6), training session held (3); New Equipment, Generator and 3 propane tanks; Equipment not in use, 1 Wajax pump due to fuel issue.

Chief Comments, Truck checks were done on trucks 4,5,6.  Hurst batteries were rotated and inspected/ ladders from truck 4 were cleaned and inspected for damage / ladder ops were done / driver familiarization was done with trucks 3,4,5 / portable radio checks were done with dispatch.

RCMP: Councillor Underhill reached out to the RCMP and asked they come to the council meeting for an update.  Marco Johnson came to discuss any issues.  A letter will need to be sent to request an escort for the July 1 parade.

EMO:  Councillor Ross was absent.

DOG CONTROL: Councillor D. Brennan reported that there were no issues during the month.

STREET LIGHTING: Councillor Ross was absent.

LEISURE SERVICES:  Councillor A. Brennan reported that a Woodsmen Competition is being planned for NB Day weekend.  The proceeds will go towards Kiersten’s trip to Nationals in barrel racing in Ontario.

RECREATION: Councillor D. Brennan reported that the basketball court fundraising is going well.  A washer toss tournament this Saturday and softball tournament in the works as well.  Student have cleaned rink basement in preparation of the new oil furnace which funding has been approved for.

AMBULANCE NB:  Councillor D. Brennan reported that there were a few days where the Blackville post was unstaffed.  These concerns have been forwarded to Pat Flynn for review.

TOURISM Councillor Underhill reported that two students will be working at the tourism building this summer beginning mid June.

JULY 1:  Councillor Underhill reported that there are many events planned for Canada Day including a breakfast, parade, fireworks, entertainment, face painting, jumping castles, bingo, bbq, and foam party.

BEAUTIFICATION: Councillor A. Brennan had nothing to report.

PARK: Mayor Fortune was absent.  Deputy Mayor Brennan reported that the park workers have installed a new bridge as well as the new piece of playground equipment.  Sewell’s paving will be coming in the next few weeks to complete the paving of the walking trails.  The new flagpoles should be shipped soon and will be put up soon.

UNSIGHTLY PREMISES: Councillor Underhill reported that she received complaints regarding garbage on a property on Alcorn Drive.  A letter will be sent.

FINANCE: Mayor Fortune was absent.

BUILDINGS: Councillor A. Brennan reported that we are still waiting on repairs at the fire hall.  All Air was called for a leak in the maintenance room at the community centre.  It has been repaired.

SEWER:  Councillor A. Brennan reported that the sewer system has been flushed.

STREET & PUBLIC WORKS was absent.

Publicity and Promotion:  Mayor Fortune was absent.

Regional Service Commission: Councillor Denver Brennan had nothing to report.

NEW BUSINESS:

9.1 Mileage/Meal Expenses

Moved by Councillor Underhill, seconded by Councillor A. Brennan to increase the mileage rate to .50 km, increase per diem to $75 for half and $150 for full day, and increase meal allowance to: Breakfast $20, Lunch $25, Supper $40.  MOTION  CARRIED.

9.2 Harvest House Letter of Support

Moved by Councillor A. Brennan, seconded by Councillor Underhill to send a letter of support for Miramichi Harvest House. MOTION CARRIED.

9.3  Culvert Work

Discussion was held on culvert work.  Will address issue at July’s meeting.

9.4  Woodsmen’s Competition

Moved by Councillor Underhill, seconded by Councillor A. Brennan to purchase the trophies for the Woodmen’s Competition.  MOTION CARRIED.

9.5  Basketball / Tennis Court Funding Application

Moved by Councillor Underhill, seconded by Councillor A. Brennan to submit applications to ACOA and RDC for funding for the basketball / tennis court.  MOTION CARRIED.

Moved by Councillor Underhill to adjourn the meeting at 19:45 PM hours.

Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
