Regular Council Meeting, October 13, 2022

The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs October 13, 2022 with Mayor Fortune presiding.

BRING MEETING TO ORDER:

The mayor brought the meeting to order and welcomed everyone to the meeting. 

GUESTS: Debbie Walls, Ashley & Kelly Hallihan from NB International Student Program did a presentation on exchange students.

RCMP officer Irvine was in attendance to discuss any issues that council may have.

Residents from Barnettville were present to discuss their issues with the state of the road within the village limits.  Council agreed the road is in terrible condition but did just learn that we are responsible for that portion of the road and we are waiting on estimates to come in on fixing the road.

APPROVAL OF AGENDA                 

It was moved by Councillor Ross & seconded by Councillor Underhill to approve agenda as circulated. MOTION CARRIED.

APPROVAL OF MINUTES

It was moved by Councillor Underhill, seconded by Councillor A. Brennan to adopt the minutes, as circulated, of the Regular Council meeting September 8, 2022.  MOTION CARRIED

Council has received all correspondence either through email or hard copy in their mail boxes.

BILLS & ACCOUNTS

Moved by Councillor Underhill second by Councillor A. Brennan that the bills in the amount of $27,366.28 be paid. MOTION CARRIED.

COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED

SENIORS:  Councillor Ross had nothing to report.

BY-LAWS:  Councillor Ross had nothing to report.

FIRE DEPARTMENT: Fire Chief Christopher Sturgeon gave fire report for September 2022.  Total manpower available (18), Call responded to within village during month (2), call outside village (1), training session held (5); New Equipment, NIL; Equipment not in use, NIL.

RCMP: Councillor Underhill asked the RCMP to be in attendance to discuss how a community watch could be set up.  The officer took notes and someone will be in touch with a response.

EMO:  Councillor Ross had nothing to report.

DOG CONTROL: Councillor D. Brennan reported that he received no reports this month.  A cat was hanging around the Irving and has been returned to the owner.

STREET LIGHTING: Councillor Ross reported that all street lights are working. 

LEISURE SERVICES:  Councillor A. Brennan reported that the breast cancer walk will be on October 16 at the municipal park. Councillor D. Brennan attended Lillian’s birthday celebration to present her with a certificate from the village as Councillor A. Brennan was away.

RECREATION: Councillor D. Brennan reported that we are waiting on the furnace to be installed at the rink.  We are also waiting on the mini split to be fixed.  Baseball field has been closed for the year.  Fencing is now up at the basketball/tennis court and the project should be completed within the next two weeks.

AMBULANCE NB:  Councillor D. Brennan reported that he has been in touch with Pat Flynn to discuss any updates since our meeting.

TOURISM Councillor Underhill suggested the new part of trail in the park be paved next year.  She also passed along the responses from the dog park survey.

JULY 1:  Councillor Underhill had nothing to report.

BEAUTIFICATION: Councillor A. Brennan reported that the metal rods and brackets are being made so the flags will be up in time for Remembrance Day.

PARK: Mayor Fortune reported that the park is being used more than ever with the walking trails being paved.  The interpretive trail is now complete and looks great.  The workers will be done next week.

Councillor D. Brennan reported that new park benches have been installed.  The basement at the Walls’ property has been completed.  A bear has been seen hanging near the Pharmasave, DNR has been contacted and a live trap set up and the issue is now resolved.

UNSIGHTLY PREMISES: Councillor Underhill reported that she hasn’t received any complaints this month.

FINANCE: Mayor Fortune reported that Tina is working on the 2023 budget.  We have been approved to use gas tax funding on the tourism project.  The Regional Development Corp has agreed to funding in the amount of $81,780 for the tourism project.

BUILDINGS: Councillor A. Brennan reported that an email was sent to Crandall regarding the fire hall leak.  Rice has subcontracted the project out.

SEWER:  Councillor A. Brennan reported that flushing of the system will take place within the next two weeks.

STREET & PUBLIC WORKS Mayor Fortune reported that we have requested quotes from three companies on fixing the Barnettville Road.  Waiting on them to come in.

Publicity and Promotion:  Mayor Fortune reported that he has spent the past couple of days with Adam MacKenzie from Sperry Designs who is working on the interpretative trail and also a five year tourism plan for the village.

Regional Service Commission: Councillor Denver Brennan had nothing to report.  No regular board meetings held.

NEW BUSINESS:

Discussion on general labourer salary.

Regular meeting called back to order with Mayor Fortune residing.

Moved by Councillor Ross to adjourn the meeting at 20:40  hours.

Council Meetings

Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
