Regular Council Meeting, November 14, 2019

The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs November 14, 2019 with Mayor Hennessy presiding.

BRING MEETING TO ORDER:

The Mayor brought the meeting to order and welcomed everyone to the meeting.

GUESTS: No Guests

APPROVAL OF AGENDA                 

It was moved by Councillor Underhill & seconded by Councillor Ross to approve agenda as circulated. MOTION CARRIED.

APPROVAL OF MINUTES

It was moved by Councillor Underhill, seconded by Councillor Ross to adopt the minutes, as circulated, of the Regular Council meeting October 10, 2019.  MOTION CARRIED

It was moved by Councillor Ross, seconded by Councillor Underhill to adopt the minutes, as circulated, of the Special Council meeting October 17, 2019.  MOTION CARRIED

BILLS & ACCOUNTS

Moved by Councillor Underhill second by Councillor Fortune that the bills in the amount of $45,963.21 be paid. MOTION CARRIED.

COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED

HISTORICAL SOCIETY:  Councillor Fortune reported that there was a lot of fill hauled and spread on the property.

SENIORS: Councillor Ross had nothing to report.

AMBULANCE NB:  Councillor Ross had nothing to report.

HEALTH & WELLNESS:  Councillor Brennan reported that the tree lighting will be November 17 in the park.  Memorials will be read out and hot chocolate served.  Looking into planning a fun day for outside events in February or March.

ATV:  Councillor Underhill reported that the next meeting to be held will be on November 18. New Bylaw under new business.

HOME & SCHOOL:  Councillor Underhill reported that they were looking for a donation for home tours but village doesn’t donate to such events.

WEB PAGE:  Councillor Brennan reported that Leslie continues to update the web page.

FIRE DEPARTMENT: Councillor Ross gave fire report for Sept 2019.

FIRE DEPARTMENT: Councillor Ross gave fire report for October 2019.

Total manpower available (20), Call responded to within village during month (1), call outside village (4), training session held (3), Man Hours (52); New equipment: Hurst Rescue Tool and 2 ton Floor Jack; Equipment Not in Service: Nil

RCMP: Councillor Ross had no report to submit.

EMO:  Councillor Ross had nothing to report.

DOG CONTROL: Councillor Fortune had no complaints during the month regarding dogs but did receive a call regarding stray cats in the Nine Pine area. 

STREET LIGHTING:  All lights are working and those that are not have been reported.

LEISURE SERVICES: Councillor Brennan had nothing to report.

RECREATION: Councillor Underhill had nothing to report.    

TOURISM Councillor Underhill had nothing to report.

BEAUTIFICATION: Councillor Ross reported that Dana has picked up the wreaths.  We will need to purchase more lights.  Jeff Keenan is in the process of making the brackets to hang wreaths.

PARK: Councillor Fortune had nothing to report.

UNSIGHTLY PREMISES: Councillor Brennan reported that she has received complaints on a property located on MacLaggan Drive.  A letter will be sent to the homeowner asking the area be cleaned up.

FINANCE: Mayor Hennessy reported that finances are in order. 

BUILDINGS: Councillor Fortune had nothing to report.

SEWER:  Councillor Fortune had nothing to report.

STREET & PUBLIC WORKS Mayor Hennessy reported that roadwork on Riverview Drive is near complete. 

A culvert has been replaced on Isabelle Drive.

Received a letter from residents of South Bartholomew Road concerning the condition of the road.

Regional Service Commission: Mayor Hennessy had nothing to report.

Publicity & Promotion:  Mayor Hennessy reported that he continues to discuss Regional project with Doaktown and Upper Miramichi.

There is a meeting in Fredericton this coming week to discuss use of Anderson Bridge, atv and snowmobile access of it.

There is also an event in Doaktown on Nov 21 to honour CST Arbeau for his bravery in the Fredericton shooting.

NEW BUSINESS:

9.1.  Year Book Ad

Moved by councillor Underhill, seconded by Councillor Ross to purchase an ad for the Village of Blackville Yearbook in the amount of $100.  MOTION CARRIED.

9.2  Bylaw #92

Council has agreed not to proceed with Bylaw #92 as it is covered in the new Rural Plan to be adopted.

9.3  Bylaw #93

FIRST READING

Moved by Councillor Underhill, seconded by Councillor Ross to approve Bylaw #93. MOTION CARRIED

SECOND READING

Moved by Councillor Fortune, seconded by Councillor Brennan to approve Bylaw #93. MOTION CARRIED

9.4  Rural Plan

Discussion was held on the new Rural Plan.  Council would like a meeting in January with Wilson Bell of the Greater Miramichi Regional Service Commission to discuss changes in the plan.

9.5  Nuisance Bylaw

Clerk provided council with a copy of the Nuisance Bylaw and they are asked to review and come forward with any changes they would like to see in the bylaw as it needs to be updated.

9.6 Fire Chief

Mayor Hennessy removed himself from Council Chambers due to a conflict of interest with the fire department.

Moved by Councillor Ross, seconded by Councillor Underhill to accept the resignation / retirement of Fire Chief Garth Underhill effective December 31, 2019.  MOTION CARRIED.

(9.7) New Fire Chief

Moved by Councillor Underhill, seconded by Councillor Brennan to accept the recommendation from Garth Underhill and appoint Christopher Sturgeon as Fire Chief effective January 1, 2020.  MOTION CARRIED.

MOTION TO ADJOURN

Moved by Councillor Ross to adjourn the meeting at 20:10 hours.
