Regular Council Meeting, September 8, 2022
The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs September 8, 2022 with Deputy Mayor Brennan presiding.
BRING MEETING TO ORDER:
The Deputy Mayor brought the meeting to order and welcomed everyone to the meeting. A moment of silence was done in remembrance of Queen Elizabeth II.
GUESTS:
APPROVAL OF AGENDA
It was moved by Councillor Ross & seconded by Councillor Underhill to approve agenda as circulated. MOTION CARRIED.
APPROVAL OF MINUTES
It was moved by Councillor Underhill, seconded by Councillor A. Brennan to adopt the minutes, as circulated, of the Regular Council meeting August 11, 2022. MOTION CARRIED
APPROVAL OF MINUTES
It was moved by Councillor Underhill, seconded by Councillor Ross to adopt the minutes, as circulated, of the Special Council meeting August 29, 2022. MOTION CARRIED

Council has received all correspondence either through email or hard copy in their mail boxes.
BILLS & ACCOUNTS
Moved by Councillor Underhill second by Councillor A. Brennan that the bills in the amount of $89,917.46 be paid. MOTION CARRIED.
COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED
SENIORS: Councillor Ross reported that the senior’s supper is September 19 at the United Church Hall.
BY-LAWS: Councillor Ross had nothing to report.
FIRE DEPARTMENT: Fire Chief Christopher Sturgeon gave fire report for June 2022. Total manpower available (18), Call responded to within village during month (0), call outside village (1), training session held (3); New Equipment, NIL; Equipment not in use, 1 (4500) SCBA Pack, issues with battery.
RCMP: Councillor Underhill received an email with regards to links that can be added to our webpage to keep communities informed about what the RCMP are doing. Leslie will add to our page.
Lots of concerns about the theft going on. Perhaps looking into a community watch to be monitored by concerned citizens is an option.
EMO: Councillor Ross had nothing to report.
DOG CONTROL: Councillor D. Brennan reported that he received no reports this month.
STREET LIGHTING: Councillor Ross reported that all street lights are working. There has been a request for a couple new lights to be discussed under new business.
LEISURE SERVICES: Councillor A. Brennan reported that cancer month is October. Thinking about a walk in the park on October 16 in celebration of survivors. Get the school involved by wearing pink shirts. Possibly have cake, entertainment and accept donations for the cancer society.
RECREATION: Councillor D. Brennan reported that we are working on getting an oil furnace in the rink through Irving. We have received funding for this. The mini split is still not working. The 2nd annual Ty Croft memorial washer toss tournament will be held this weekend at the ball field. The basketball court has started. It is fully paved and waiting for fencing.
AMBULANCE NB: Councillor D. Brennan reported that response times have gotten slightly better with more coverage over the past month and he has been monitoring when the Blackville post is staffed and when it’s not. Looking forward to meeting with ANB officials in 2-3 months to discuss progress on response times and various issues we discussed at our meeting last month.
TOURISM Councillor Underhill reported funding has been approved to start the process of moving with tourism centre out of the park.
JULY 1: Councillor Underhill had nothing to report.
BEAUTIFICATION: Councillor A. Brennan reported that we need to discuss brackets to be made for Remembrance Day flags.
PARK: Mayor Fortune was absent. Councillor D. Brennan reported that the park workers will be done the last week of September or first week of October. Summer students are now finished. Work on the interpretative trail and the basement of the historical building has begun.
UNSIGHTLY PREMISES: Councillor Underhill reported that a letter has been sent to a property owner.
FINANCE: Mayor Fortune was absent.
BUILDINGS: Councillor A. Brennan reported that the mini split at the rink still has not been repaired as we are waiting for parts. Repairs at the fire hall still have not been completed. Will contact again.
SEWER: Councillor A. Brennan reported that she received one complaint from a home owner on Main Street about a smell coming from the manhole. Dana has inspected. Flushing of system will take place soon.
STREET & PUBLIC WORKS Mayor Fortune was absent.
Publicity and Promotion: Mayor Fortune was absent.
Regional Service Commission: Councillor Denver Brennan had nothing to report. No regular board meetings held.
NEW BUSINESS:
9.1 Atlantic Alarm Quote for Recorder
Moved by Councillor Underhill, seconded by Councillor Ross to purchase the recorder from Atlantic Alarm & Sound at a cost of $2,519.11 (plus HST) MOTION CARRIED.
9.2 Street Lights
Moved by Councillor Underhill, seconded by Councillor A. Brennan to add two additional street lights to Colonial Drive. MOTION CARRIED.
9.3 Cyber Security
Moved by Councillor Underhill, seconded by Councillor A. Brennan to purchase the cyber light plan from Adaptive Office Solutions at a cost of $300 per month. MOTION CARRIED.
9.4 Stage
The village received a request from another community to use the stage at the park. After a discussion council agreed not to lend the stage.
9.5 Barnettville Road
A discussion was held on the condition of the Barnettville Road within the village limits. We will request quotes to repair.
9.6 Village Truck
A discussion was held on purchasing a truck for the village. Quotes will be collected by Councillor D. Brennan.
9.7 Park Benches
Moved by Councillor Ross, seconded by Councillor A. Brennan to purchase a memorial bench for the park for all past council members. MOTION CARRIED.
9.8 Dog Park
Councillor Underhill will contact Leslie McLaughlin to put a survey on the village webpage regarding interest in a dog park in the village.

Deputy Mayor Brennan removed himself due to a conflict of interest.
9.9 Village Property
Discussion on village property.
9.10 Code of Conduct
Personnel issue discussed.

Deputy Mayor re-joined.
Regular meeting called back to order with Deputy Mayor Brennan residing.
Moved by Councillor Ross to adjourn the meeting at 20:05 hours.
Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
