Regular Council Meeting, June 13, 2019
The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs June 13, 2019 with Mayor Hennessy presiding.
BRING MEETING TO ORDER:
The Mayor brought the meeting to order and welcomed everyone to the meeting.
GUESTS:
APPROVAL OF AGENDA
It was moved by Councillor Underhill & seconded by Councillor Ross to approve agenda as circulated. MOTION CARRIED.
APPROVAL OF MINUTES
It was moved by Councillor Underhill, seconded by Councillor Brennan to adopt the minutes, as circulated, of the Regular Council meeting May 9, 2019. MOTION CARRIED
It was moved by Councillor Underhill, seconded by Councillor Brennan to adopt the minutes, as circulated, of the Special Council meeting May 17, 2019. MOTION CARRIED
BUSINESS ARISING FROM MINUTES
NIL
ATTENDANCE
Councillor Fortune was absent do to work obligations.
CORRESPONDENCE
Received a letter from Sunshine Acres road committee regarding services received. A letter will be written in response to address their concerns.
BILLS & ACCOUNTS
Moved by Councillor Underhill second by Councillor Ross that the bills in the amount of $26,009.10 be paid. MOTION CARRIED.
COMMITTEEREPORTS: ALL REPORTS ARE ATTACHED
HISTORICAL SOCIETY: Councillor Fortune was absent.
SENIORS: Councillor Ross had nothing to report.
AMBULANCE NB: Councillor Ross had nothing to report.
HEALTH & WELLNESS: Councillor Brennan reported that a community yard sale will be held on July 13 in the park. Last meeting will be on June 26 before summer break.
ATV: Councillor Underhill reported that the next meeting will be held on June 17.
HOME & SCHOOL: Councillor Underhill reported that they are finishing up with literacy on the lawn and bbq. They purchased 2 shelters for school to use at track and field events to provide shade for kids. New blinds have also been purchased for cafeteria.
WEB PAGE: Councillor Brennan reported that Leslie continues to update the web page.
FIRE DEPARTMENT: Councillor Ross gave fire report for May 2019.
Total manpower available (22), Call responded to within village during month (1), call outside village (1), training session held (5), Man Hours (58); New equipment: Nil; Equipment Not in Service: Nil
RCMP: No representation, no report submitted.
EMO: Councillor Ross had nothing to report.
DOG CONTROL: Councillor Fortune was absent. Report was submitted, no complaints to village.
STREET LIGHTING: All lights are working and those that are not have been reported.
LEISURE SERVICES: Councillor Brennan reported that she is working on Canada Day events. Show & Shine June 29. Breakfast by Catholic Parish Council, parade, games at park, entertainment etc.
RECREATION: Councillor Underhill had nothing to report.
TOURISM Councillor Underhill reported that two students have been hired. We need to get a freezer for tourism building.
BEAUTIFICATION: Councillor Ross reported Dana has the flags up and the cleaning of the ditches have been completed by Grad Class.
PARK: Councillor Fortune was absent.
Mayor Hennessy reported that mulch has been delivered, park flower beds are coming together. Signs have been ordered for the splash pad and will display rules and hours, etc.
UNSIGHTLY PREMISES: Councillor Brennan reported that she received two complaints during the month and both have been addressed.
FINANCE: Mayor Hennessy reported that finances are in order.
BUILDINGS: Councillor Fortune was absent.
SEWER: Councillor Fortune was absent.
STREET & PUBLIC WORKS Mayor Hennessy reported that barricades are in place on Riverview Drive. DTI has done some pothole patching.
Regional Service Commission: Mayor Hennessy had nothing to report.
Publicity & Promotion: Mayor Hennessy reported that he met with Doaktown and Boiestown Mayors along with Jake and EA Shawn to discuss the upcoming ATV and snowmobile project.
NEW BUSINESS:
9.1 Grant Application
Moved by Councillor Underhill, seconded by Councillor Ross to apply for funding under the New Horizons for Seniors Program. MOTION CARRIED.
9.2 New Fireman
Moved by Councillor Brennan, seconded by Councillor Underhill to accept Bailey Curtis as a new member of the Blackville Volunteer Fire Department. MOTION CARRIED
MOTION TO ADJOURN
Moved by Councillor Ross to adjourn the meeting at 20:15 hours.

Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
