Regular Council Meeting, June 11, 2020
The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs June 11, 2020 with Mayor Hennessy presiding.
BRING MEETING TO ORDER:
The Mayor brought the meeting to order and welcomed everyone to the meeting.

APPROVAL OF AGENDA
It was moved by Councillor Underhill & seconded by Councillor Fortune to approve agenda as circulated. MOTION CARRIED.
APPROVAL OF MINUTES
It was moved by Councillor Underhill, seconded by Councillor Fortune to adopt the minutes, as circulated, of the Regular Council meeting March 12, 2020. MOTION CARRIED
APPROVAL OF MINUTES
It was moved by Councillor Underhill, seconded by Councillor Ross to adopt the minutes, as circulated, of the Special Council meeting April 2, 2020. MOTION CARRIED
APPROVAL OF MINUTES
It was moved by Councillor Underhill, seconded by Councillor Ross to adopt the minutes, as circulated, of the Special Council meeting May 14, 2020. MOTION CARRIED

BILLS & ACCOUNTS
Moved by Councillor Ross second by Councillor Fortune that the bills in the amount of $22,198.85 be paid. MOTION CARRIED.
COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED
HISTORICAL SOCIETY: Councillor Fortune reported that he spoke with Hugh Hallihan and Shirley Underhill about having the parking lot levelled at former Walls House location.
SENIORS: Councillor Ross had nothing to report.
AMBULANCE NB: Councillor Ross had nothing to report.
HEALTH & WELLNESS: Councillor Brennan had nothing to report.
ATV: Councillor Underhill reported that the ATV Club is looking for executive and volunteers. An announcement will be posted on the village web page.
HOME & SCHOOL: Councillor Underhill had nothing to report. No meetings held.
WEB PAGE: Councillor Brennan reported that Leslie continues to update the web page.
FIRE DEPARTMENT: Councillor Ross gave fire report for March 2020. Total manpower available (24), Call responded to within village during month (0), call outside village (1), training session held (2), Man Hours (52); New equipment: Nil, Equipment Not in Service: Nil
Councillor Ross gave fire report for April 2020. Total manpower available (24), Call responded to within village during month (4), call outside village (3), training session held (0), Man Hours (128); New equipment: New Covid-19 PPE, touchless thermometer, new jaws arrived, Equipment Not in Service: Nil
Councillor Ross gave fire report for May 2020. Total manpower available (24), Call responded to within village during month (4), call outside village (4), training session held (1), Man Hours (198); New equipment: Nil, Equipment Not in Service: Nil
RCMP: Councillor Ross spoke with Shelly Donahue regarding training going on throughout the village with a canine and officer. She suggested that the village be notified when such training sessions are taking place in the village as some residents were concerned about the dog and officer in their yards.
EMO: Councillor Ross had nothing to report.
DOG CONTROL: Councillor Fortune gave report. Two complaints during the month. Stephen visited the dog owners. Councillor Fortune contacting SPCA regarding cats on Veteran Street. The SPCA did visit the home and were told by the homeowner that he has only 3 male cats.
STREET LIGHTING: All lights are working and those that are not have been reported.
LEISURE SERVICES: Councillor Brennan had nothing to report.
RECREATION: Councillor Underhill reported that no meetings have been held.
TOURISM Councillor Underhill reported that the tourism building is open and two students have been hired.
BEAUTIFICATION: Councillor Ross reported that the flags are up on Main street.
PARK: Councillor Fortune reported that workers are back in the park. The students have been painting picnic tables, etc. Grant Green donated flowers for the park.
UNSIGHTLY PREMISES: Councillor Brennan reported that a property on Main street has been cleaned up since a request was made to do so.
FINANCE: Mayor Hennessy reported that finances are in order.
BUILDINGS: Councillor Fortune had nothing to report.
SEWER: Councillor Fortune reported that there are no problems with the sewer systems.
STREET & PUBLIC WORKS Mayor Hennessy reported that North Shore has filled some potholes and will come back to do more. Waiting on a quote to see what our cost is to chip seal Barnettville Road.
Regional Service Commission: Mayor Hennessy had nothing to report.
Publicity & Promotion: Mayor Hennessy reported that he has received some calls about a prom in the coming weeks. Councillor Underhill suggested they use the ball park for a drive by location. The idea will be passed to parents.
Mayor Hennessy reported that he has spoken with both Doug and Jeff regarding the Snowmobile/ATV project. Hoping to get together soon.
NEW BUSINESS:
9.1. Steel Roof
Council has agreed to put steel roofs on the two new shelters that will be built in the splash pad area.
9.2 Fireworks
Council has agreed that the fireworks will go as planned. There will not be a bbq or entertainment in the park. Social distancing must be maintained. The park will be closed off.
9.3 Noise Bylaw
A Noise bylaw will be presented to council next month.
Moved by Councillor Ross to adjourn the meeting at 20:10 hours.

Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
