Regular Council Meeting, July 19, 2018

The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs July 19, 2018 with Mayor Hennessy presiding.

BRING MEETING TO ORDER:
The Mayor brought the meeting to order and welcomed everyone to the meeting.

GUESTS: Constable LeBlanc from the RCMP was present to discuss any issues council has. Council discussed issues with response time and also with four wheelers and dirt bikes on village streets.

APPROVAL OF AGENDA
It was moved by Councillor Underhill & seconded by Councillor Ross to approve agenda as circulated. MOTION CARRIED.

APPROVAL OF MINUTES
It was moved by Councillor Underhill, seconded by Councillor Fortune to adopt the minutes, as circulated, of the Regular Council meeting June 14, 2018. MOTION CARRIED

BUSINESS ARISING FROM MINUTES

ATTENDANCE
All in attendance.

CORRESPONDENCE
Received a letter from Leslie McLaughlin asking to plant a tree in the park in memory of Thomas Dunn. Moved by Councillor Underhill, seconded by Councillor Ross to allow the tree to be planted. MOTION CARRIED.

BILLS & ACCOUNTS
Moved by Councillor Underhill second by Councillor Fortune that the bills in the amount of $68,542.81 be paid. MOTION CARRIED.

COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED

HISTORICAL SOCIETY: Councillor Fortune reported that the Walls house will be torn down and buried within in the next couple of weeks.

SENIORS: Councillor Ross had nothing to report.

AMBULANCE NB: Councillor Ross had nothing to report. Mayor Hennessy reported that he has requested a meeting with Ambulance NB.

HEALTH & WELLNESS: Councillor Brennan reported that the last meeting of the year was held on June 27. Meeting will be on July 25 to plan for fall wellness & fair to be held Oct 6.

ATV: Councillor Underhill reported that no meetings are held during the summer. A letter is requested from the Rec Council giving them permission to use the fairgrounds property.

HOME & SCHOOL: Councillor Underhill reported that no meetings are held during the summer.

BUSINESS ASSOCIATION: Councillor Underhill had nothing to report.

WEB PAGE: Councillor Brennan reported that Leslie continues to update the web page. There were 20,641 website visitors, 1120 Facebook followers, 597 Twitter followers, 651 Instagram followers.

FIRE DEPARTMENT: Councillor Ross gave fire report for June 2018. Total manpower available (20), Call responded to within village during month (3), call outside village (6), training session held (4), Man Hours (52); New equipment: Nil; Equipment Not in Service: float pump

RCMP: No report submitted. They were present to discuss issues.

EMO: Councillor Ross had nothing to report.

DOG CONTROL: Councillor Fortune reported that he received one complaint of a dog wandering. Mr. Miner was in touch with the dog owner.

STREET LIGHTING: All lights are working and those that are not have been reported.

LEISURE SERVICES: Councillor Brennan had nothing to report.

RECREATION: Councillor Underhill had nothing to report.

TOURISM: Councillor Underhill reported that the two students in the tourism building are doing fine.

BEAUTIFICATION: Councillor Ross had nothing to report.

PARK: Mayor Hennessy reported that the park looks great and projects are being completed. Councillor Fortune reported that new skirting has been installed on tourism building.

UNSIGHTLY PREMISES: Councillor Brennan reported that no action has been taken by either person to whom letters were sent.

FINANCE: Mayor Hennessy reported that the finances are in order.

BUILDINGS: Councillor Fortune had nothing to report.

SEWER: Councillor Fortune reported that the flushing of the system has been done. The storm drains have also been cleaned out.

STREET & PUBLIC WORKS: Mayor Hennessy reported that some ditching and culvert work has been completed. Chip sealing on Lockstead and Cains has been done. Mowing from the fire hall to the limits along Route 8 will be done. Mayor Hennessy spoke with Bill Fraser’s office regarding Riverview Drive project and the expense. Will contact
again after price from Crandall Engineering is received.

Regional Service Commission: Mayor Hennessy had nothing to report.

Publicity & Promotion: Mayor Hennessy reported that he has a meeting RDC on July 30 to discuss various needs for funding. Mayor Hennessy reported that he has been in contact with Ambulance NB and has requested a meeting.

NEW BUSINESS:
9.1 Cross Walk Request

Moved by Councillor Underhill, seconded by Councillor Brennan to send a letter to Department of Transportation requesting a study be completed to see if a cross walk is possible by the United Church on Route 8. MOTION CARRIED.

9.2 Crandall Contract
Moved by Councillor Ross, seconded by Councillor Fortune to accept the contract with Crandall Engineering in the amount of $12000 to complete an assessment of Riverview Drive. MOTION CARRIED.

9.3 ATV Request
Moved by Councillor Underhill, seconded by Councillor Brennan to allow the Dungarvon ATV Club to travel from trail 10 to Route 8 and from Blackville Pharmasave to Lockstead Road and to MacLaggan Drive. This access is for one September 2 only. MOTION CARRIED

9.4 Ultra Alarm
Moved by Councillor Underhill, seconded by Councillor Ross to accept the contract for 2018/2019 with Ultra Alarm.
MOTION CARRIED.

MOTION TO ADJOURN
Moved by Councillor Ross to adjourn the meeting at 20:05 hours.

Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
