Regular Council Meeting, May 12, 2021
The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs May 12, 2021 with Mayor Hennessy presiding.
BRING MEETING TO ORDER:
The Mayor brought the meeting to order and welcomed everyone to the meeting.

APPROVAL OF AGENDA
It was moved by Councillor Underhill & seconded by Councillor Ross to approve agenda as circulated. MOTION CARRIED.
APPROVAL OF MINUTES
It was moved by Councillor Fortune, seconded by Councillor Underhill to adopt the minutes, as circulated, of the Regular Council meeting April 8, 2021. MOTION CARRIED
It was moved by Councillor Underhill, seconded by Councillor Fortune to adopt the minutes, as circulated, of the Special Council meeting May 8, 2021. MOTION CARRIED

BILLS & ACCOUNTS
Moved by Councillor Fortune second by Councillor Ross that the bills in the amount of $24,696.81 be paid. MOTION CARRIED.
COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED
HISTORICAL SOCIETY: Councillor Fortune reported that we waiting for the ground to dry up so we can finish the parking area.
SENIORS: Councillor Ross had nothing to report.
AMBULANCE NB: Councillor Ross had nothing to report.
HEALTH & WELLNESS: Councillor Brennan reported that she may put out a survey to see what night of the week would be bet to have entertainment at the park.
ATV: Councillor Underhill reported that the ATV club inquired on the status of the bylaw allowing them access to Station street. They third reading has been done and has been sent to DTI for approval.
HOME & SCHOOL: Councillor Underhill reported that no meetings have been held.
WEB PAGE: Councillor Brennan reported that Leslie continues to update the web page. The brochure for newcomers to the village has been completed.
FIRE DEPARTMENT: Councillor Ross gave fire report for April 2021. Total manpower available (23), Call responded to within village during month (2), call outside village (1), training session held (5); New equipment: Nil; Equipment Not in Service: one exhaust fan broken, truck #2.
RCMP: Councillor Ross had nothing to report.
EMO: Councillor Ross had nothing to report.
DOG CONTROL: Councillor Fortune reported that no complaints were received this month.
STREET LIGHTING: All lights are working and those that are not have been reported.
LEISURE SERVICES: Councillor Brennan reported that the Show & Shine is set for May 22. They are gathering prizes and it’s coming together.
RECREATION: Councillor Underhill reported that no meetings have been held.
TOURISM: Councillor Underhill had nothing to report.
BEAUTIFICATION: Councillor Ross reported that the flags will go up next week. The grad class cleaned the ditches and did a great job.
PARK: Councillor Fortune reported that park workers need to start next week. Hiring is under new business. Three summer students will be in the park helping out this summer.
UNSIGHTLY PREMISES: Councillor Brennan had nothing to report.
FINANCE: Mayor Hennessy reported that finances are in order.
BUILDINGS: Councillor Fortune reported that the HVAC system in the community centre has been repaired.
SEWER: Councillor Fortune reported that the system has been flushed.
STREET & PUBLIC WORKS Mayor Hennessy had nothing to report.
Regional Service Commission: Mayor Hennessy has nothing to report.
Publicity & Promotion: Mayor Hennessy reported that we have been approved for funding from RDC for change tables, signage and a defibrillator for the park.
A conference call was held with Upper Miramichi, RDC, and the consultant.
NEW BUSINESS:
9.1 Fire Dept Funding
Moved by Councillor Ross, seconded by Councillor Fortune to provide funding to the Blackville Volunteer Department in the amount of $5,000 to purchase an air compressor. MOTION CARRIED
9.2 Park Employees
Moved by Councillor Fortune, seconded by Councillor Brennan to hire Wayne Doucet and George MacWilliams for the 2021 season.
9.3 Unsightly Property
Councillor Fortune will be in contact with the property owner asking them to clean up the property.
9.4 Summer Students
Council decided to wait a few more days to see if more resumes come in before hiring all summer students.
Moved by Councillor Ross to adjourn the meeting at 19:40 hours.
Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
