Regular Council Meeting, April 8, 2021
The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs April 8, 2021 with Mayor Hennessy presiding.
BRING MEETING TO ORDER:
The Mayor brought the meeting to order and welcomed everyone to the meeting.
GUESTS:
Betty Mutch gave a presentation on “File of Life Canada” which is a package that makes your medical information readily available for first responders. Ethel Sonier updated council on programs available for affordable housing units.
APPROVAL OF AGENDA
It was moved by Councillor Underhill & seconded by Councillor Ross to approve agenda as circulated. MOTION CARRIED.
APPROVAL OF MINUTES
It was moved by Councillor Fortune, seconded by Councillor Underhill to adopt the minutes, as circulated, of the Regular Council meeting February 11, 2021. MOTION CARRIED
It was moved by Councillor Ross, seconded by Councillor Fortune to adopt the minutes, as circulated, of the Special Council meeting March 11, 2021. MOTION CARRIED

BILLS & ACCOUNTS
Moved by Councillor Underhill second by Councillor Ross that the bills in the amount of $25,122.72 be paid. MOTION CARRIED.
COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED
HISTORICAL SOCIETY: Councillor Fortune reported that we waiting for the ground to dry up so we can finish the parking area.
SENIORS: Councillor Ross had nothing to report.
AMBULANCE NB: Councillor Ross had nothing to report.
HEALTH & WELLNESS: Councillor Brennan reported that no meetings have been held. She would like to provide music in the park while practicing social distancing.
ATV: Councillor Underhill reported that no meetings have been held.
HOME & SCHOOL: Councillor Underhill reported that no meetings have been held.
WEB PAGE: Councillor Brennan reported that Leslie continues to update the web page. The brochure for newcomers to the village has been completed.
FIRE DEPARTMENT: Councillor Ross gave fire report for February 2021. Total manpower available (24), Call responded to within village during month (0), call outside village (1), training session held (3); New equipment: Nil; Equipment Not in Service: one exhaust fan broken, truck #2.
Councillor Ross gave fire report for March 2021. Total manpower available (24), Call responded to within village during month (2), call outside village (6), training session held (5), New equipment: Nil; Equipment Not in Service: one exhaust fan broken.
RCMP: Councillor Ross reported that the RCMP survey has been completed.
EMO: Councillor Ross reported that Duane Augustine has resigned as our EMO coordinator. Peter Kavanagh has resumed the position temporarily.
DOG CONTROL: Councillor Fortune reported that no complaints were received this month.
STREET LIGHTING: All lights are working and those that are not have been reported.
LEISURE SERVICES: Councillor Brennan reported that the Show & Shine has been booked for May 22, rain date May 23. The grad class was approached about the BBQ. Waiting to hear back.
RECREATION: Councillor Underhill reported that no meetings have been held.
TOURISM Councillor Underhill reported that she spoke with Miramichi River Guide regarding the ad. Will be discussed under new business.
BEAUTIFICATION: Councillor Ross reported we need to order some new flags for the poles going throughout the village.
PARK: Councillor Fortune reported the positions for park workers needs to be advertised. Ads will go into paper next week. Mayor Hennessy reported that there are a number of dead trees that need to be cut and lots of garbage around the park.
UNSIGHTLY PREMISES: Councillor Brennan had nothing to report.
FINANCE: Mayor Hennessy reported that finances are in order.
BUILDINGS: Councillor Fortune reported that a plumbing issue has been fixed at the community centre as well as some shingles replaced on the roof.
SEWER: Councillor Fortune reported that a storm drain cover has been fixed on the Lockstead Road.
STREET & PUBLIC WORKS Mayor Hennessy reported that the streets should soon be swept and there are a number of pot holes coming up through roads.
Regional Service Commission: Mayor Hennessy has nothing to report.
Publicity & Promotion: Mayor Hennessy reported that he has been speaking with RDC and gathering prices for change tables, playground equipment and an AED for the park.
NEW BUSINESS:
9.1 By Law #95
THIRD READING
Moved by Councillor Underhill, seconded by Councillor Ross to approve Bylaw #95. MOTION CARRIED
9.2 Park Employees
Ads will be placed in the paper and on the web page next week for two park employees.
9.3 Funding RDC
Moved by Councillor Underhill, seconded by Councillor Brennan to apply for funding through RDC for an AED, change tables, and playground equipment. MOTION CARRIED.
9.4 File of Life Canada
Moved by Councillor Underhill, seconded by Councillor Ross to purchase 150 File of Life Canada packets to distribute to our seniors. MOTION CARRIED.
9.5 Miramichi River Guide Ad
Moved by Councillor Ross, seconded by Councillor Fortune to place a half page ad in the Miramichi River Guide. MOTION CARRIED.
Moved by Councillor Ross to adjourn the meeting at 20:10 hours.
Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
