Regular Council Meeting, February 13, 2020
The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs February 13, 2020 with Mayor Hennessy presiding.
BRING MEETING TO ORDER:
The Mayor brought the meeting to order and welcomed everyone to the meeting.
GUESTS: RCMP officer Wellwood was present to discuss any issues council has.
Brock Curtis was in attendance to discuss the historical property and the regional plan.
APPROVAL OF AGENDA
It was moved by Councillor Ross & seconded by Councillor Fortune to approve agenda as circulated. MOTION CARRIED.
APPROVAL OF MINUTES
It was moved by Councillor Underhill, seconded by Councillor Fortune to adopt the minutes, as circulated, of the Regular Council meeting December 12, 2019. MOTION CARRIED
APPROVAL OF MINUTES
It was moved by Councillor Fortune, seconded by Councillor Brennan to adopt the minutes, as circulated, of the Special Council meeting January 16, 2020. MOTION CARRIED
APPROVAL OF MINUTES
It was moved by Councillor Fortune, seconded by Councillor Underhill to adopt the minutes, as circulated, of the Special Council meeting January 23, 2020. MOTION CARRIED

BILLS & ACCOUNTS
Moved by Councillor Underhill second by Councillor Fortune that the bills in the amount of $78,960.30 be paid. MOTION CARRIED.
COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED
HISTORICAL SOCIETY: Councillor Fortune had nothing to report.
SENIORS: Councillor Ross reported that the senior’s supper will be held in April.
AMBULANCE NB: Councillor Ross had nothing to report.
HEALTH & WELLNESS: Councillor Brennan reported that family skate will be on Monday, Feb 17. Free hot chocolate and cake will be served. Future projects include applying for grants and a teenage drop in place.
ATV: Councillor Underhill had nothing to report. No meetings held.
HOME & SCHOOL: Councillor Underhill reported that this is teacher appreciation week.
WEB PAGE: Councillor Brennan reported that Leslie continues to update the web page.
FIRE DEPARTMENT: Councillor Ross gave fire report for Dec 2019.

FIRE DEPARTMENT: Councillor Ross gave fire report for Jan 2020.

RCMP: Councillor Ross reported that she completed the RCMP survey.
EMO: Councillor Ross had nothing to report.
DOG CONTROL: Councillor Fortune gave report. One complaint during the month. Dog Control Officer spoke with dog owner.
STREET LIGHTING: All lights are working and those that are not have been reported.
LEISURE SERVICES: Councillor Brennan had nothing to report.
RECREATION: Councillor Underhill reported that no meetings have been held.
TOURISM Councillor Underhill had nothing to report.
BEAUTIFICATION: Councillor Ross reported that the wreaths were a bit hit this year.
PARK: Councillor Fortune had nothing to report.
UNSIGHTLY PREMISES: Councillor Brennan had nothing to report.
FINANCE: Mayor Hennessy reported that finances are in order.
BUILDINGS: Councillor Fortune had nothing to report.
SEWER: Councillor Fortune reported that there are no problems.
STREET & PUBLIC WORKS Mayor Hennessy had nothing to report on public works.
Regional Service Commission: Mayor Hennessy reported that he attended a meeting with the board of the Service Commission. Discussion on frustrations with the planning side of things from different communities. Next step is to give the chance to come to reason with the municipalities or we will follow through with the letter to opt out of their services.
Publicity & Promotion: Mayor Hennessy reported that he has been in talks with a group that is currently trying to set up a manufacturing facility on the old mill property.
Mayor Hennessy has been working with Mayor Munn and Mayor Porter regarding the snowmobile and atv project. He has also met with the consultant regularly compiling data.
NEW BUSINESS:
9.1. New Firemen
Moved by Councillor Underhill, seconded by Councillor Fortune to accept Eldon Mountain, Adam Sturgeon, and Denver Brennan as new members of the Blackville Volunteer Fire Department. MOTION CARRIED
9.2 Appoint Building Inspector
Moved by Councillor Ross, seconded by Councillor Fortune to appoint Tyler King as the building inspector. MOTION CARRIED
Moved by Councillor Ross to adjourn the meeting at 20:20 hours.

Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
