Regular Council Meeting, September 10, 2020
The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs September 10, 2020 with Mayor Hennessy presiding.
BRING MEETING TO ORDER:
The Mayor brought the meeting to order and welcomed everyone to the meeting.
GUESTS: John and Darlene Stewart came to address noise issues within the village. Sgt Eric Dube was in attendance and addressed their concerns. He suggested they call 911 when they have an issue with noise.
APPROVAL OF AGENDA
It was moved by Councillor Ross & seconded by Councillor Underhill to approve agenda as circulated. MOTION CARRIED.
APPROVAL OF MINUTES
It was moved by Councillor Underhill, seconded by Councillor Fortune to adopt the minutes, as circulated, of the Regular Council meeting August 13, 2020. MOTION CARRIED

BILLS & ACCOUNTS
Moved by Councillor Fortune second by Councillor Ross that the bills in the amount of $27,374.41 be paid. MOTION CARRIED.
COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED
HISTORICAL SOCIETY: Councillor Fortune reported that more fill has been added and plan to have parking lot established before winter.
SENIORS: Councillor Ross had nothing to report.
AMBULANCE NB: Councillor Ross had nothing to report.
HEALTH & WELLNESS: Councillor Brennan reported that school has started and a meeting should be soon.
ATV: Councillor Underhill reported that no meetings have been held.
HOME & SCHOOL: Councillor Underhill had nothing to report.
WEB PAGE: Councillor Brennan reported that Leslie continues to update the web page.
FIRE DEPARTMENT: Councillor Ross gave fire report for July 2020. Total manpower available (24), Call responded to within village during month (2), call outside village (4), training session held (4), Man Hours (85); New equipment: Nil, Equipment Not in Service: one exhaust fan broken, truck #2.
RCMP: RCMP were in attendance to address any concerns the council may have.
EMO: Councillor Ross had nothing to report.
DOG CONTROL: Councillor Fortune gave report. No complaints.
STREET LIGHTING: All lights are working and those that are not have been reported.
LEISURE SERVICES: Councillor Brennan had nothing to report.
RECREATION: Councillor Underhill reported that no meetings have been held.
TOURISM Councillor Underhill had nothing to report.
BEAUTIFICATION: Councillor Ross reported that a decision needs to be made on Christmas wreaths.
PARK: Councillor Fortune reported that the students are now done for the summer. Fall maintenance has started.
UNSIGHTLY PREMISES: Councillor Brennan reported that a property that had been demolished on Main Street has been cleaned up.
FINANCE: Mayor Hennessy reported that finances are in order.
BUILDINGS: Councillor Fortune had nothing to report.
SEWER: Councillor Fortune had nothing to report.
STREET & PUBLIC WORKS Mayor Hennessy reported that there are a few small jobs that need to be completed before winter. Some culvert and ditching work. North Shore plans to do the catch basin on Main street. Flushing needs to be done this fall.
Councillor Ross has a quote for air brakes use within village and will be discussed under new business.
Regional Service Commission: Mayor Hennessy had nothing to report.
Publicity & Promotion: Mayor Hennessy reported that the Premier stopped by the park for an announcement while on the campaign trail.
NEW BUSINESS:
9.1 Municipal Capital Borrowing Board Application
Moved by Councillor Underhill, seconded by Councillor Ross to make application to the Municipal Capital Borrowing Board to refinance $56,000 for the Blackville Community Centre. MOTION CARRIED.
9.2 Bylaw #94
THIRD READING
Moved by Councillor Brennan, seconded by Councillor Ross to approve Bylaw # 94. MOTION CARRIED
9.3 Brush Cutting
Moved by Councillor Fortune, seconded by Councillor Underhill to hire Delway Enterprises to cut bushes along MacLaggan Drive and the Barnettville Road at the cost of $10,000. MOTION CARRIED.
9.4 Respecting Use of Air Brake Signs
Moved by Councillor Ross, seconded by Councillor Underhill to purchase two 4X4 signs from Sign Warehouse at a cost of $290 each plus HST. MOTION CARRIED.
Moved by Councillor Ross to adjourn the meeting at 19:45 hours.
