Regular Council Meeting, October 14, 2021
The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs October 14, 2021 with Mayor Fortune presiding.
BRING MEETING TO ORDER:
The Mayor brought the meeting to order and welcomed everyone to the meeting.
GUESTS: No guests.
APPROVAL OF AGENDA
It was moved by Councillor Ross & seconded by Councillor Underhill to approve agenda as circulated. MOTION CARRIED.
APPROVAL OF MINUTES
It was moved by Councillor Underhill, seconded by Councillor D. Brennan adopt the minutes, as circulated, of the Regular Council meeting September 8, 2021. MOTION CARRIED
BUSINESS ARISING FROM MINUTES
NIL
ATTENDANCE
All in attendance. Mayor Fortune and Councillor Amanda Brennan joined via conference call.
CORRESPONDENCE
Council has received all correspondence either through email or hard copy in their mail boxes.
BILLS & ACCOUNTS
Moved by Councillor Underhill second by Councillor Ross that the bills in the amount of $19,258.75 be paid. MOTION CARRIED.
COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED
SENIORS: Councillor Ross reported that there are no complaints or concerns from the seniors.
BY-LAWS: Councillor Ross is reviewing bylaws.
FIRE DEPARTMENT: Councillor Ross gave fire report for September 2021. Total manpower available (20), Call responded to within village during month (2), call outside village (2), training session held (4); New equipment: NIL; Equipment Not in Service: one Hale Float pump.
RCMP: Councillor Underhill reported that she did not reach out to have a member present this month due to covid restrictions.
EMO: Councillor Ross had nothing to report.
DOG CONTROL: Councillor D. Brennan reported that he received complaints about four different dogs. He was able to catch them and return to owners. Owners were warned that next time they dog control officer would be notified.
STREET LIGHTING: Councillor Ross reported that all lights are working and those that are not have been reported.
LEISURE SERVICES: Councillor A. Brennan reported that there was a market at the park on Oct 16.
RECREATION: Councillor D. Brennan reported that the first annual Ty Croft washer toss tournament was held at the ballfield on Oct 2. The field has now been closed for the winter, the water is off and the power is off.
AMBULANCE NB: Councillor D. Brennan reported that our RRU funding has been extended until January 2022. This will allow someone to staff the rapid response unit 24 hours a day. The competition for the RRU position was recently awarded to a new advanced care paramedic.
TOURISM Councillor Underhill reported that another meeting will be set up with Upper Miramichi and Doaktown to discuss the trail project.
JULY 1: Councillor Underhill had nothing to report.
BEAUTIFICATION: Councillor A. Brennan reported that 28 wreaths have been ordered for the poles at a cost of $980.
PARK: Mayor Fortune reported that the park workers are now done for the season and the park is closed up. The lookout has been completed.
UNSIGHTLY PREMISES: Councillor Underhill requested a reminder letter be sent to a property owner on Main Street regarding broken windows.
FINANCE: Mayor Fortune reported that we are currently working on the 2022 budget.
BUILDINGS: Councillor A. Brennan reported that the mini split at the fire hall has been fixed. The window issue at the community centre will be discussed under new business as well as the heating issue.
SEWER: Councillor A. Brennan reported that the lines have been flushed. Lawn repair had to be done at a home on Alcorn drive after the flushing as the truck left some damage. A home owner on Station Street had issues with his line, Dana did repair.
STREET & PUBLIC WORKS Mayor Fortune reported that DOT has fixed the washout on the Howard Road. Everett Taylor will be here to cut bushes along Howard Road and Hallihan Lane.
Regional Service Commission: Mayor Fortune reported that Deputy Mayor D. Brennan attended a meeting on September 8. The 2022 budget was presented and approved for circulation.
Publicity & Promotion: Mayor Fortune reported that there was a fundraiser at the park for Derek Donahue and a washer toss memorial tournament for Ty Croft.
NEW BUSINESS:
9.1 Flag Poles
Moved by Councillor Underhill, seconded by Councillor Ross to purchase 3 flag poles from Atcan Display at a cost of $1690 each for the Municipal Park. MOTION CARRIED.
9.2 Room Rental
Council has agreed that due to covid restrictions there will be no room rentals for gatherings at this time.
9.3 Windows
Moved by Councillor Underhill, seconded by Councillor D. Brennan to have Global Windows and Doors replace the defective windows in the Community Centre at a cost of $3113.76 MOTION CARRIED.
9.4 Mutual Aid Agreement
Moved by Councillor Underhill, seconded by Councillor D. Brennan to continue with the mutual aid agreement we have in place with Upper Miramichi and Doaktown. MOTION CARRIED.
9.5 Starlink Internet
Moved by Councillor Underhill, seconded by Councillor D. Brennan to sign up for Starlink internet service for the Blackville Community Centre. MOTION CARRIED.
Moved by Councillor Ross to adjourn the meeting at 20:15 PM hours.
Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
