Regular Council Meeting, October 11, 2018
The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs October 11, 2018 with Mayor Hennessy presiding.
BRING MEETING TO ORDER:
The Mayor brought the meeting to order and welcomed everyone to the meeting.
GUESTS: None
APPROVAL OF AGENDA
It was moved by Councillor Underhill & seconded by Councillor Ross to approve agenda as circulated. MOTION CARRIED.
APPROVAL OF MINUTES
It was moved by Councillor Ross, seconded by Councillor Underhill to adopt the minutes, as circulated, of the Regular Council meeting September 13, 2018. MOTION CARRIED
BUSINESS ARISING FROM MINUTES
ATTENDANCE
Councillor Fortune was absent due to work obligations.
CORRESPONDENCE
Received a letter from the Miramichi Valley Business Association advising they will be cease to exist after December 31, 2018.
BILL S & ACCOUNTS
Moved by Councillor Underhill second by Councillor Brennan that the bills in the amount of $20,152.00 be paid. MOTION CARRIED.
COMMITTEE REPORTS : ALL REPORTS ARE ATTACHED
HISTORICAL SOCIETY: Councillor Fortune was absent.
SENIORS: Councillor Ross had nothing to report.
AMBULANCE NB: Councillor Ross had nothing to report.
HEALTH & WELLNESS: Councillor Brennan reported that the Wellness Fair is October 20. There are 18 vendors. Door prize, bingo, snacks. Next meeting is October 24.
ATV: Councillor Underhill reported that a meeting was held on September 17. Ryan Potter with the trail police was present and gave a very informative presentation. Would like to have him meet with council to discuss issues.
HOME & SCHOOL: Councillor Underhill reported that a meeting was held on October 1. Family Fall Fair was a huge success. Christmas home tours will be on November 24. Halloween movie night will be on October 24.
BUSINESS ASSOCIATION: Councillor Underhill had nothing to report.
WEB PAGE: Councillor Brennan reported that Leslie continues to update the web page.
FIRE DEPARTMENT: Councillor Ross gave fire report for August 2018. Total manpower available (20), Call responded to within village during month (3), call outside village (1), training session held (5), Man Hours (46); New equipment: NIL. Equipment Not in Service: NIL. Councillor Ross gave fire report for September 2018. Total manpower available (19), Call responded to within village during month (1), call outside village (2), training session held (4), Man Hours (27); New equipment: NIL. Equipment Not in Service: NIL.
RCMP: No report submitted.
EMO: Councillor Ross had nothing to report.
DOG CONTROL: Councillor Fortune was absent. Report submitted with one complaint.
STREET LIGHTING: All lights are working and those that are not have been reported.
LEISURE SERVICES: Councillor Underhill reported that the Amy Jardine memorial was very well received. Helen and Sandie were very appreciative.
RECREATION: Councillor Underhill had nothing to report.
TOURISM: Councillor Underhill had nothing to report.
BEAUTIFICATION: Councillor Ross reported that work on the Christmas lights has begun.
PARK: Mayor Hennessy reported that the park workers have finished up for the season. The splash pad has been winterized and will be opened in the spring by Leon Banks Pools & Spas. Will get quotes on the shade structures to be built.
UNSIGHTLY PREMISES: Councillor Brennan reported that she had one complaint and it has been addressed.
FINANCE: Mayor Hennessy reported that the finances are in order.
BUILDINGS: Councillor Fortune was absent.
SEWER: Councillor Fortune was absent.
STREET & PUBLIC WORKS: Mayor Hennessy reported that some ditching will be done on the Lockstead road. Brush cutting on the Howard road will take place within the next couple of weeks.
Regional Service Commission: Mayor Hennessy had nothing to report.
Publicity & Promotion: Mayor Hennessy reported that he will be attending the first responder’s ceremony on Sunday evening. The event is to thank and honour first responders serving our community including RCMP, fire dept, and paramedics.He will also be attending the appreciation night for the fire department on October 27.
NEW BUSINESS:
9.1 Expert Fence Invoice
Moved by Councillor Ross, seconded by Councillor Underhill to pay the invoice from Expert Fence Ltd in the amount of $3220 (tax included). MOTION CARRIED.
9.2 Garbage Collection Contract
Moved by Councillor Ross, seconded by Councillor Underhill to proceed with the garbage collection contract. The contract will require quotes for garbage collection every week in June, July, August, and September as well as recyclables every second week as normal. MOTION CARRIED.
9.3 Fire Department New Members
Moved by Councillor Brennan, seconded by Councillor Underhill to accept Cody Stewart, Robbie Daley and Christopher McNeil as new members of the Blackville Volunteer Fire Department. MOTION CARRIED.
9.4 Leon Banks Pools and Spas
Moved by Councillor Underhill, seconded by Councillor Brennan to pay the invoice from Leon Banks Pools and Spas in the amount of $5790.25 (taxes in) MOTION CARRIED

Moved by Councillor Ross to adjourn the meeting at 20:10 hours.

Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
