Regular Council Meeting, November 8, 2018
The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs November 8, 2018 with Mayor Hennessy presiding.
BRING MEETING TO ORDER:
The Mayor brought the meeting to order and welcomed everyone to the meeting.
GUESTS: None
APPROVAL OF AGENDA
It was moved by Councillor Ross & seconded by Councillor Brennan to approve agenda as circulated. MOTION CARRIED.
APPROVAL OF MINUTES
It was moved by Councillor Ross, seconded by Councillor Underhill to adopt the minutes, as circulated, of the Regular Council meeting October 11, 2018. MOTION CARRIED
It was moved by Councillor Underhill, seconded by Councillor Ross to adopt the minutes, as circulated, of the Special Council meeting October 25, 2018. MOTION CARRIED
BUSINESS ARISING FROM MINUTES
ATTENDANCE
Councillor Fortune was absent due to work obligations.
CORRESPONDENCE
Received a letter from Ambulance NB requesting a meeting to discuss rapid response. Thursday, Dec 6 will be suggested as a meeting date.
BILL S & ACCOUNTS
Moved by Councillor Underhill second by Councillor Ross that the bills in the amount of $19,541.16 be paid. MOTION CARRIED.
COMMITTEE REPORTS : ALL REPORTS ARE ATTACHED
HISTORICAL SOCIETY: Councillor Fortune was absent. The Walls house has been demolished.
SENIORS: Councillor Ross had nothing to report.
AMBULANCE NB: Councillor Ross has concerns with the new rapid response unit. A meeting will be held with Ambulance N.B. to discuss.
HEALTH & WELLNESS: Councillor Brennan reported that the Wellness Fair was held on October 20 at the Blackville School. The attendance was poor. Next meeting will be November 14.
ATV: Councillor Underhill reported that a meeting was held on October 15. Looking into getting some recycled pavement for the trail going through park. Next meeting is on November 19.
HOME & SCHOOL: Councillor Underhill reported that 30 new basketball uniforms have been purchased and aprons have been donated to chef’s program. Tickets are on sale for the home tours which are being held on November 24.
BUSINESS ASSOCIATION: Councillor Underhill had nothing to report.
WEB PAGE: Councillor Brennan reported that Leslie continues to update the web page.
FIRE DEPARTMENT: Councillor Ross gave fire report for October 2018. Total manpower available (22), Call responded to within village during month (3), call outside village (3), training session held (7), Man Hours (116); New equipment: Battery pack, Âľ ton truck and first aid kit. Equipment Not in Service: NIL
RCMP: No report submitted.
EMO: Councillor Ross reported that Duane Augustine is back as the regional commander. A meeting will be held with him.
DOG CONTROL: Councillor Fortune was absent. Report submitted with no complaints
STREET LIGHTING: All lights are working and those that are not have been reported.
LEISURE SERVICES: Councillor Brennan had nothing to report.
RECREATION: Councillor Underhill had nothing to report.
TOURISM Councillor Underhill had nothing to report.
BEAUTIFICATION: Councillor Ross reported that work on the Christmas lights has begun. She contacted Pat Finnigan’s office to discuss any grants available to purchase new lights. No grants at this time, will check again in the spring.
PARK: Mayor Hennessy reported that some shingles were damage at the tourism building in the park during the windstorm.
UNSIGHTLY PREMISES: Councillor Brennan reported that the vehicles at the old car wash have been removed.
FINANCE: Mayor Hennessy reported that the finances are in order.
BUILDINGS: Councillor Fortune was absent.
SEWER: Councillor Fortune was absent. The system has been flushed.
STREET & PUBLIC WORKS Mayor Hennessy reported that brush cutting has been completed on Howard Road and Hallihan Lane.
Regional Service Commission: Mayor Hennessy had nothing to report.
Publicity & Promotion: Mayor Hennessy reported that he will attend a meeting with Ambulance NB on November 28. He attended the firemen’s appreciation night. Santa Claus parade will be held on December 1.
NEW BUSINESS:
9.1 Audited Financial Statements
Moved by Councillor Brennan, seconded by Councillor Ross to approve the audited financial statements are presented by Allen, Paquet & Arseneau for the year 2017. MOTION CARRIED.
9.2 Allison’s Manufacturing Invoice
Moved by Councillor Underhill, seconded by Councillor Ross to pay the invoice to Allison’s Manufacturing in the amount of $973.59 MOTION CARRIED.
9.3 Park Work Incomplete
Moved by Councillor Underhill, seconded by Councillor Ross tohave Ellen Cook contact Colford Renovations and request work be completed to the park storage building as quote specifies.
MOTION CARRIED.
9.4 Transfer From Reserves
Moved by Councillor Underhill, seconded by Councillor Ross to transfer $67,992.23 from reserves to the General Operating Fund to cover the cost of the new Âľ ton truck. MOTION CARRIED.
9.5 Overdraft on General Operating Fund
Moved by Councillor Underhill, seconded by Councillor Brennan to apply for an overdraft on the general operating fund account at the Blackville Credit Union. MOTION CARRIED.
9.6 Lamp Post in Park
Councillor Brennan will contact electrician to have a look at the lamp posts in the park to see how to repair.
9.7 Christmas Tree Lighting
The Health and Wellness group are planning a memorial Christmas tree lighting ceremony at the park. Council supports their event.
MOTION TO ADJOURN
Moved by Councillor Ross to adjourn the meeting at 19:55 hours.
Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
