Regular Council Meeting, May 9, 2019

The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs May 9, 2019 with Mayor Hennessy presiding.

BRING MEETING TO ORDER:

The Mayor brought the meeting to order and welcomed everyone to the meeting.

GUESTS: Shirley Underhill spoke on widening of Route 8 by United Church.  Council will request a meeting with DOT to discuss.

APPROVAL OF AGENDA                 

It was moved by Councillor Ross & seconded by Councillor Fortune to approve agenda as circulated. MOTION CARRIED.

APPROVAL OF MINUTES

It was moved by Councillor Fortune, seconded by Councillor Brennan to adopt the minutes, as circulated, of the Regular Council meeting April 11, 2019.  MOTION CARRIED

BUSINESS ARISING FROM MINUTES

CORRESPONDENCE

Received a letter from Blackville School regarding graduation prize list.  The village will select two names by random draw to award prizes to.

BILLS & ACCOUNTS

Moved by Councillor Underhill second by Councillor Ross that the bills in the amount of $6,192.69 be paid. MOTION CARRIED.

COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED

HISTORICAL SOCIETY:  Councillor Fortune reported that he is waiting on MLA, Jake Stewart to schedule a meeting with the ATV Club and the Snow Goers.

SENIORS: Councillor Ross reported that the seniors supper had a great turn out and was enjoyed by all.

AMBULANCE NB:  Councillor Ross had nothing to report.

HEALTH & WELLNESS:  Councillor Brennan reported that Soups on had a great turn out of approximately 110 people.  May 25 is the “Roots of Empathy” drop off date.  Next meeting is May 29.

ATV:  Councillor Underhill reported that the ATV Club is now requesting access to Hillcrest Street along with Station Street.  Next meeting is on June 17.

HOME & SCHOOL:  Councillor Underhill reported they are finishing up with year-end activities.

WEB PAGE:  Councillor Brennan reported that Leslie continues to update the web page.

FIRE DEPARTMENT: Councillor Ross gave fire report for March 2019.

Total manpower available (22), Call responded to within village during month (2), call outside village (0), training session held (5), Man Hours (86); New equipment: Nil; Equipment Not in Service: rescue tools

RCMP: No report submitted

EMO:  Councillor Ross had nothing to report.

DOG CONTROL: Councillor Fortune reported that there were no complaints during the month.

STREET LIGHTING:  All lights are working and those that are not have been reported.

LEISURE SERVICES: Councillor Brennan reported she has been notified that the Blackville Days Dance is cancelled because of lack of interest/volunteers. She suggested that we look into forming a committee and hosting the evening in August.

RECREATION: Councillor Underhill had nothing to report.    

TOURISM Councillor Underhill reported that we need to look at students to hire for the tourism building.  Requested that a call be made to Leon Banks to set up appointment to get splash pad up and running.

BEAUTIFICATION: Councillor Ross reported that ditches need to be cleaned.  An email was sent to RDC asking about funding for Christmas pole decorations.  No response to date.

PARK: Councillor Fortune reported that the park employees will start work on Monday, May 13.  Dana has installed new flags in park.

Mayor Hennessy spoke with Dept of Environment regarding dead trees in park.  Tina will apply for a permit to have trees cleared.

UNSIGHTLY PREMISES: Councillor Brennan reported that we received a couple of complaints of unsightly properties.  Dana has spoken to one home owner and they agreed to clean up property.

FINANCE: Mayor Hennessy reported that finances are in order. 

BUILDINGS: Councillor Fortune had nothing to report.

SEWER:  Councillor Fortune reported that we are waiting to have storm drains cleaned and sewer system flushed.  Hole was repaired on Station Street near drain.

STREET & PUBLIC WORKS Mayor Hennessy reported that he met with DOT regarding Riverview Drive erosion problem and traffic control.  They will provide signage for reducing traffic to one lane.  We will borrow cement barriers from Ontario company.

Regional Service Commission: Mayor Hennessy had nothing to report.

Publicity & Promotion:  Mayor Hennessy had nothing to report.

NEW BUSINESS:

9.1 Tender

Moved by Councillor Fortune, seconded by Councillor Ross to accept the tender from Code4 Fire & Rescue in the amount of $40,940 plus HST.  MOTION CARRIED.

9.2  Park Workers

Moved by Councillor Underhill, seconded by Councillor Fortune to hire Wayne Doucet and George MacWilliams for the 2019 season at the Municipal Park.  MOTION CARRIED.

9.3  Ditches

Moved by Councillor Underhill, seconded by Councillor Fortune to hire the Graduation Class of 2020 to clean the ditches in the village.  MOTION CARRIED.

9.4  Unsightly Property

We received a complaint of an unsightly property.  Dana Hogan will speak to property owner.

9.5  Park Mower

Moved by Councillor Underhill, seconded by Councillor Fortune to purchase a new lawn mower from G&G Brothers in the amount of $4771.00 (tax included).  MOTION  CARRIED.

9.6  Stump Removal at Park

Moved by Councillor Underhill, seconded by Councillor Ross to hire Tommy Brennan to take stumps out of park.  MOTION CARRIED.

MOTION TO ADJOURN

Moved by Councillor Ross to adjourn the meeting at 20:25 hours.

Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
