Regular Council Meeting, July 9, 2020
The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs July 9, 2020 with Mayor Hennessy presiding.
BRING MEETING TO ORDER:
The Mayor brought the meeting to order and welcomed everyone to the meeting.
GUESTS: Members of the RCMP, Keith Gill and Sgt. Eric Dube were in attendance to discuss any issues council had.
APPROVAL OF AGENDA
It was moved by Councillor Underhill & seconded by Councillor Fortune to approve agenda as circulated. MOTION CARRIED.
APPROVAL OF MINUTES
It was moved by Councillor Ross, seconded by Councillor Fortune to adopt the minutes, as circulated, of the Regular Council meeting June 11, 2020. MOTION CARRIED

BILLS & ACCOUNTS
Moved by Councillor Underhill second by Councillor Ross that the bills in the amount of $14,048.72 be paid. MOTION CARRIED.
COMMITTEEREPORTS: ALL REPORTS ARE ATTACHED
HISTORICAL SOCIETY: Councillor Fortune reported that is waiting for more fill for the former Walls property.
SENIORS: Councillor Ross had nothing to report.
AMBULANCE NB: Councillor Ross had nothing to report.
HEALTH & WELLNESS: Councillor Brennan had nothing to report.
ATV: Councillor Underhill reported that no meetings have been held.
HOME & SCHOOL: Councillor Underhill reported that the home and school donated $350 to each the grade 5, grade 8 and grads for their year end parties.
WEB PAGE: Councillor Brennan reported that Leslie continues to update the web page.
FIRE DEPARTMENT: Councillor Ross gave fire report for June 2020. Total manpower available (24), Call responded to within village during month (5), call outside village (3), training session held (3), Man Hours (42); New equipment: Nil, Equipment Not in Service: Nil
RCMP: Eric Dube and Keith Gill were present to give update.
EMO: Councillor Ross had nothing to report.
DOG CONTROL: Councillor Fortune gave report. One complaint during the month. Dog control officer spoke with owner of dog.
STREET LIGHTING: All lights are working and those that are not have been reported.
LEISURE SERVICES: Councillor Brennan will look into getting music in the park biweekly. Show and Shine has been postponed until next year. Fireworks were great and had a large turnout.
RECREATION: Councillor Underhill reported that no meetings have been held. Students have been hired and ball park looks great.
TOURISM Councillor Underhill had nothing to report.
BEAUTIFICATION: Councillor Ross had nothing to report.
PARK: Councillor Fortune reported that the gazebos around the splash pad are built and waiting for steel for the roofs. All painting has been completed on sun shade picnic roofs.
UNSIGHTLY PREMISES: Councillor Brennan had nothing to report.
FINANCE: Mayor Hennessy reported that finances are in order.
BUILDINGS: Councillor Fortune had nothing to report.
SEWER: Councillor Fortune reported that there was an issue on Station Street. Dana has been working on the issue and it seems to be flowing now.
STREET & PUBLIC WORKS Mayor Hennessy reported that North Shore has filled some potholes. We are waiting on sod to complete the Main Street job and some trees for the Riverview Drive job.
Brush cutting should be done on MacLaggan Drive.
North Shore Construction did a repair job on Digby Street as pipes were apart in two places coming from catch basin.
Regional Service Commission: Mayor Hennessy had nothing to report.
Publicity & Promotion: Mayor Hennessy reported that he has been approached by the Village of Doaktown to provide a letter of support for more reliable internet. We will provide the letter as requested.
Mayor Hennessy suggested a meeting with Doaktown, Upper Miramichi and the consultant to discuss proposed snowmobile/ATV project.

Moved by Councillor Underhill, seconded by Councillor Ross to approve Bylaw #94. MOTION CARRIED
SECOND READING
Moved by Councillor Brennan, seconded by Councillor Ross to approve Bylaw #94. MOTION CARRIED
9.2 Transfer of Funds to Recreation Council
Moved by Councillor Ross, seconded by Councillor Underhill to transfer $20,000 to the Blackville Recreation Council as a temporary loan. MOTION CARRIED.
Moved by Councillor Ross to adjourn the meeting at 19:45 hours.
