Regular Council Meeting, January 13, 2022
The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs January 13, 2022 with Deputy Mayor Denver Brennan presiding.
BRING MEETING TO ORDER:
The Deputy Mayor brought the meeting to order and welcomed everyone to the meeting.
GUESTS: RCMP member Lavine. Fire Chief, Christopher Sturgeon.
APPROVAL OF AGENDA
It was moved by Councillor Underhill & seconded by Councillor Ross to approve agenda as circulated. MOTION CARRIED.
APPROVAL OF MINUTES
It was moved by Councillor Underhill, seconded by Councillor Brennan adopt the minutes, as circulated, of the Regular Council meeting December 9, 2021. MOTION CARRIED
It was moved by Councillor Ross, seconded by Councillor Underhill adopt the minutes, as circulated, of the Special Council meeting January 6, 2022. MOTION CARRIED
It was moved by Councillor Brennan, seconded by Councillor Ross adopt the minutes, as circulated, of the Special Council meeting January 10, 2022. MOTION CARRIED

ATTENDANCE
Mayor Fortune was absent due to work.
CORRESPONDENCE
Council has received all correspondence either through email or hard copy in their mail boxes.
BILLS & ACCOUNTS
Moved by Councillor Ross second by Councillor A. Brennan that the bills in the amount of $16,031.17 be paid. MOTION CARRIED.
COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED
SENIORS: Councillor Ross had nothing to report.
BY-LAWS: Councillor Ross reported that a code of conduct bylaw will have first and second reading tonight.
FIRE DEPARTMENT: Fire Chief Christopher Sturgeon gave fire report for December 2021. Total manpower available (19), Call responded to within village during month (0), call outside village (2), training session held (3); New equipment: two DeWalt Light Towers; Equipment Not in Service: NIL
RCMP: Councillor Underhill reported that she requested a member be present at the meeting. Constable Lavine was in attendance to discuss any issues.
EMO: Councillor Ross had nothing to report.
DOG CONTROL: Councillor D. Brennan reported that there were no issues during the month.
STREET LIGHTING: Councillor Ross reported that all lights are working and those that are not have been reported.
LEISURE SERVICES: Councillor A. Brennan had nothing to report.
RECREATION: Councillor D. Brennan reported that the rink and ball field are both closed. The rink will not be opening this year.
AMBULANCE NB: Councillor D. Brennan reported that Pat Flynn is in the process of setting up a meeting with the VP of ANB and himself. Staffing has been down again with the ambulance. This is an ongoing issue that Pat is aware of and will be addressed at the meeting with VP.
TOURISM Councillor Underhill reported that she has no updates on the tourism project. She brought forth an idea of doing skating trails throughout the park as the Village of Neguac has done.
JULY 1: Councillor Underhill had nothing to report.
BEAUTIFICATION: Councillor A. Brennan reported that the wreaths were taken down today.
PARK: Mayor Fortune was absent. Councillor D. Brennan reported that Dana will be taking the lights in the park down soon. The flagpoles haven’t been shipped and are on backorder.
UNSIGHTLY PREMISES: Councillor Underhill reported that she hasn’t received any new complaints.
FINANCE: Mayor Fortune was absent.
BUILDINGS: Councillor A. Brennan reported that we are still waiting on a part for the heat pump that controls the GED side of the community centre.
SEWER: Councillor A. Brennan reported that there were no issues during the month with the system.
STREET & PUBLIC WORKS Mayor Fortune was absent.
Regional Service Commission: Councillor Denver Brennan reported that the service commission did not have a meeting last month. They will have their regular meeting on January 26. This meeting will likely focus on local government reform.
Publicity & Promotion: Mayor Fortune was absent.

9.1 Bylaw #96 Code of Conduct

Moved by Councillor Underhill, seconded by Councillor Ross to approve Bylaw #94. MOTION CARRIED
SECOND READING
Moved by Councillor Brennan, seconded by Councillor Ross to approve Bylaw #94. MOTION CARRIED
9.2 Garbage Collection Contract
Moved by Councillor Underhill, seconded by Councillor Ross to extend the garbage collection contract with Fero by one year at an increase of 4%. MOTION CARRIED.
Moved by Councillor Ross to adjourn the meeting at 19:20 PM hours.
Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
