Regular Council Meeting, February 11, 2021

The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs February 11, 2021 with Mayor Hennessy presiding.

BRING MEETING TO ORDER:

The Mayor brought the meeting to order and welcomed everyone to the meeting.

GUESTS: Edith Campbell – Edith would like to open a preschool/daycare for ages 4 plus in Blackville. She is looking for a location. Discussion on using the tourism building in the park.  Council fully supports her plans and will allow her the use of tourism building.

Beverly Matchett & Stephan Caron – A discussion was held on the future zoning and uses of Cedar Ridge Lane.  They asked that council not allow grannie suites in their area.  Council will consider request and discuss further.

APPROVAL OF AGENDA                 

It was moved by Councillor Ross & seconded by Councillor Fortune to approve agenda as circulated. MOTION CARRIED.

APPROVAL OF MINUTES

It was moved by Councillor Underhill, seconded by Councillor Ross to adopt the minutes, as circulated, of the Regular Council meeting November 12, 2020.  MOTION CARRIED

It was moved by Councillor Ross, seconded by Councillor Brennan to adopt the minutes, as circulated, of the Special Council meeting December 1, 2020.  MOTION CARRIED

It was moved by Councillor Ross, seconded by Councillor Underhill to adopt the minutes, as circulated, of the Special Council meeting December 10, 2020.  MOTION CARRIED

It was moved by Councillor Brennan, seconded by Councillor Ross to adopt the minutes, as circulated, of the Special Council meeting January 12, 2021.  MOTION CARRIED

BILLS & ACCOUNTS

Moved by Councillor Fortune second by Councillor Ross that the bills in the amount of $48,072.71 be paid. MOTION CARRIED.

COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED

HISTORICAL SOCIETY:  Councillor Fortune reported that we will look for funding to finish the parking area.

SENIORS: Councillor Ross had nothing to report.

AMBULANCE NB:  Councillor Ross had nothing to report.

HEALTH & WELLNESS:  Councillor Brennan reported that no meetings have been held. 

ATV:  Councillor Underhill reported that no meetings have been held.

HOME & SCHOOL:  Councillor Underhill reported that no meetings have been held.

WEB PAGE:  Councillor Brennan reported that Leslie continues to update the web page. The brochure for newcomers to the village has been completed.

FIRE DEPARTMENT: Councillor Ross gave fire report for November 2020.  Total manpower available (24), Call responded to within village during month (2), call outside village (5), training session held (4); New equipment: Nil; Equipment Not in Service: one exhaust fan broken, truck #2.

Councillor Ross gave fire report for December 2020.  Total manpower available (24), Call responded to within village during month (2), call outside village (0), training session held (4), New equipment: Nil; Equipment Not in Service: one exhaust fan broken, truck #2.

Councillor Ross gave fire report for January 2021.  Total manpower available (24), Call responded to within village during month (1), call outside village (3), training session held (2), New equipment: 15 new helmets; Equipment Not in Service: one exhaust fan broken, truck #2.

RCMP: Councillor Ross reported that the quarterly report has been presented.  RCMP were present at meeting to discuss any issues.

EMO:  Councillor Ross had nothing to report.

DOG CONTROL: Councillor Fortune gave report. We have received a few complaints about a dog running at large. A call was made to the dog owner and he will keep dog inside.

STREET LIGHTING:  All lights are working and those that are not have been reported.

LEISURE SERVICES: Councillor Brennan had nothing to report.

RECREATION: Councillor Underhill reported that no meetings have been held.

TOURISM: Councillor Underhill had nothing to report.

BEAUTIFICATION: Councillor Ross reported that the wreaths have been taken apart and the rings will be stored away for next year.

PARK: Councillor Fortune reported that the cameras in the park need to be upgraded.

UNSIGHTLY PREMISES: Councillor Brennan had nothing to report.

FINANCE: Mayor Hennessy reported that finances are in order. 

BUILDINGS: Councillor Fortune had nothing to report.

SEWER:  Councillor Fortune reported that there were no issues.

STREET & PUBLIC WORKS Mayor Hennessy had nothing to report.

Regional Service Commission: Mayor Hennessy reported that he has reviewed our rural plan and compared with Upper Miramichi.  They are very similar and we will continue to work on getting it adopted.

Publicity & Promotion:  Mayor Hennessy reported that he continues to work with Doaktown and Upper Miramichi on the regional project. 

The deadline for Rogers fiber-op survey has been extended.

NEW BUSINESS:

9.1 By Law #95

FIRST READING

Moved by Councillor Underhill, seconded by Councillor Ross to approve Bylaw #95. MOTION CARRIED

SECOND READING

Moved by Councillor Fortune, seconded by Councillor Brennan to approve Bylaw #95. MOTION CARRIED

9.2 Grant Application

Moved by Councillor Underhill, seconded by Councillor Brennan to make an application for park upgrades under the Canada Healthy Communities Initiative. MOTION CARRIED.

Moved by Councillor Ross to adjourn the meeting at 20:25 hours.

Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
