Regular Council Meeting, August 13, 2020
The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs August 13, 2020 with Mayor Hennessy presiding.
BRING MEETING TO ORDER:
The Mayor brought the meeting to order and welcomed everyone to the meeting.

APPROVAL OF AGENDA
It was moved by Councillor Fortune & seconded by Councillor Underhill to approve agenda as circulated. MOTION CARRIED.
APPROVAL OF MINUTES
It was moved by Councillor Brennan, seconded by Councillor Fortune to adopt the minutes, as circulated, of the Regular Council meeting July 9, 2020. MOTION CARRIED
It was moved by Councillor Fortune, seconded by Councillor Brennan to adopt the minutes, as circulated, of the Special Council meeting July 30, 2020. MOTION CARRIED

CORRESPONDENCE
Received a letter from a property owner on Alcorn Drive requesting the sewer bill be reduced as he did not own the property when the charges were applied to account. We spoke with our lawyer and when a house is up for mortgage sale the purchaser is responsible for amounts owing on property. The bill will not be adjusted and he is required to pay full amount owing.
BILLS & ACCOUNTS
Bill and Accounts were not available as clerk was absent due to death in family.

HISTORICAL SOCIETY: Councillor Fortune had nothing to report.
SENIORS: Councillor Ross had nothing to report.
AMBULANCE NB: Councillor Ross had nothing to report.
HEALTH & WELLNESS: Councillor Brennan had nothing to report.
ATV: Councillor Underhill reported that no meetings have been held.
HOME & SCHOOL: Councillor Underhill had nothing to report.
WEB PAGE: Councillor Brennan reported that Leslie continues to update the web page.
FIRE DEPARTMENT: Councillor Ross gave fire report for July 2020. Total manpower available (24), Call responded to within village during month (2), call outside village (6), training session held (3), Man Hours (63); New equipment: Nil, Equipment Not in Service: Truck #2.
RCMP: Councillor Ross had no report to submit.
EMO: Councillor Ross had nothing to report.
DOG CONTROL: Councillor Fortune gave report. No complaints.
STREET LIGHTING: All lights are working and those that are not have been reported.
LEISURE SERVICES: Councillor Brennan had nothing to report.
RECREATION: Councillor Underhill reported that no meetings have been held.
TOURISM Councillor Underhill reported that the summer students both have two shifts left.
BEAUTIFICATION: Councillor Ross had nothing to report.
PARK: Councillor Fortune had nothing to report.
UNSIGHTLY PREMISES: Councillor Brennan reported that a property that had been demolished on Main Street has been cleaned up.
FINANCE: Mayor Hennessy reported that finances are in order.
BUILDINGS: Councillor Fortune had nothing to report.
SEWER: Councillor Fortune had nothing to report.
STREET & PUBLIC WORKS Mayor Hennessy reported that North Shore will repair storm drain on Main Street.
Regional Service Commission: Mayor Hennessy had nothing to report.
Publicity & Promotion: Mayor Hennessy had nothing to report.
NEW BUSINESS:
9.1 Storm Drain – 92 Main Street
Moved by Councillor Underhill, seconded by Councillor Fortune to hire North Shore Construction to repair storm drain near 92 Main Street for the amount of $1840. MOTION CARRIED.
In Camera session began.
9.2 Village Employee
Discussion was held on an issue brought to our attention concerning a village employee. A meeting will be held with employee and lawyer to discuss further.
In camera session ended. Back to regular meeting.
Moved by Councillor Ross to adjourn the meeting at 19:45 hours.

Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
