Regular Council Meeting, August 11, 2022
The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs August 11, 2022 with Mayor Fortune presiding.
BRING MEETING TO ORDER:
The Mayor brought the meeting to order and welcomed everyone to the meeting.

APPROVAL OF AGENDA
It was moved by Councillor Ross & seconded by Councillor Underhill to approve agenda as circulated. MOTION CARRIED.
APPROVAL OF MINUTES
It was moved by Councillor Underhill, seconded by Councillor A. Brennan to adopt the minutes, as circulated, of the Regular Council meeting June 2, 2022. MOTION CARRIED
APPROVAL OF MINUTES
It was moved by Councillor Underhill, seconded by Councillor Ross to adopt the minutes, as circulated, of the Special Council meeting June 6, 2022. MOTION CARRIED
APPROVAL OF MINUTES
It was moved by Councillor Underhill, seconded by Councillor A. Brennan to adopt the minutes, as circulated, of the Special Council meeting July 14, 2022. MOTION CARRIED
APPROVAL OF MINUTES
It was moved by Councillor Ross, seconded by Councillor A. Brennan to adopt the minutes, as circulated, of the Special Council meeting July 22, 2022. MOTION CARRIED

BILLS & ACCOUNTS
Moved by Councillor Underhill second by Councillor A. Brennan that the bills in the amount of $90,360.51 be paid. MOTION CARRIED.
COMMITTEEREPORTS: ALL REPORTS ARE ATTACHED
SENIORS: Councillor Ross had nothing to report.
BY-LAWS: Councillor Ross had nothing to report.
FIRE DEPARTMENT: Fire Chief Christopher Sturgeon gave fire report for June 2022. Total manpower available (18), Call responded to within village during month (1), call outside village (1), training session held (4); New Equipment, NIL; Equipment not in use, 1 Wajax Pump due to fuel issue.

RCMP: Councillor Underhill reached out to the RCMP and asked they come to the council meeting for an update. Louis Phillips & Ben Amdur came to discuss any issues.
EMO: Councillor Ross had nothing to report.
DOG CONTROL: Councillor D. Brennan reported that he received no reports this month. The dog control officer received a report about a dog but after investigation found it was not valid.
STREET LIGHTING: Councillor Ross reported that all street lights are working.
LEISURE SERVICES: Councillor A. Brennan had nothing to report.
RECREATION: Councillor D. Brennan reported that the second annual slow pitch tournament was held, raising over $2000. Now at $65,000 towards basketball court. $25,000 in donations and $40,800 in government funding. Total cost is $105,000 and will be placed at the ball field. Summer students held bbq for cat rescue fundraiser.
AMBULANCE NB: Councillor D. Brennan reported that yesterday we had a very informative meeting with members from ANB. More information will follow from ANB as we see new changes implemented and a follow up meeting.
TOURISM Councillor Underhill reported that the students will soon be done.
JULY 1: Councillor Underhill reported that Canada Day events went off without any major glitches and the celebration was a success.
BEAUTIFICATION: Councillor A. Brennan reported that we need a quote on the brackets for the Remembrance Day flags.
PARK: Mayor Fortune reported that the trails have been paved and look great. New cameras have been installed. Park looks beautiful. Councillor D. Brennan reported that a memorial bench has been donated in memory of Reg Price. The flag poles have been installed at the park.
UNSIGHTLY PREMISES: Councillor Underhill reported that a complaint received last month has been cleaned up.
FINANCE: Mayor Fortune reported that finances are in order.
BUILDINGS: Councillor A. Brennan reported that all mini splits have been cleaned. A repair has been done on the community centre roof and a vent has been replaced. Twenty-two windows in the community centre have been replaced. They were under warranty but we paid the labour costs of $1500. Cameras have been installed outside the community centre.
SEWER: Councillor A. Brennan reported that the lagoon has been mowed.
STREET & PUBLIC WORKS Mayor Fortune reported that the ditches have been mowed throughout the village.
Publicity and Promotion: Mayor Fortune reported that the interpretative trail project has been finalized and is ready for print. Adam from Sperry Designs will make a trip up soon.
Regional Service Commission: Councillor Denver Brennan had nothing to report. No regular board meetings held.
NEW BUSINESS:
9.1 Fire Department Application
Moved by Councillor Ross, seconded by Councillor Underhill to accept Calvin Furlong as a new member of the Blackville Volunteer Fire Department. MOTION CARRIED
9.2 Bylaw #97
FIRST READING
Moved by Councillor Underhill, seconded by Councillor Ross to approve Bylaw #97. MOTION CARRIED
SECOND READING
Moved by Councillor A. Brennan, seconded by Councillor Underhill to approve Bylaw #97. MOTION CARRIED
9.3 Benches for Park
Moved by Councillor Underhill, seconded by Councillor A. Brennan to have all memorial benches in the park ordered through the village office from Global Industrial. MOTION CARRIED.
9.4 Paving Basketball Court
Moved by Councillor Underhill, seconded by Councillor D. Brennan to hire Sewell’s paving to pave the basketball/tennis court area at a cost of $59,742.50 MOTION CARRIED.
Moved by Councillor Underhill to adjourn the meeting at 20:00 hours.
Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
