Regular Council Meeting, November 12, 2020
The regular meeting of the Blackville Village Council met in the Council Chambers at 19:00hrs November 12, 2020 with Mayor Hennessy presiding.
BRING MEETING TO ORDER:
The Mayor brought the meeting to order and welcomed everyone to the meeting.

APPROVAL OF AGENDA
It was moved by Councillor Fortune & seconded by Councillor Underhill to approve agenda as circulated. MOTION CARRIED.
APPROVAL OF MINUTES
It was moved by Councillor Fortune, seconded by Councillor Ross to adopt the minutes, as circulated, of the Regular Council meeting October 8, 2020. MOTION CARRIED
It was moved by Councillor Ross, seconded by Councillor Fortune to adopt the minutes, as circulated, of the Special Council meeting October 29, 2020. MOTION CARRIED

BILLS & ACCOUNTS
Moved by Councillor Underhill second by Councillor Fortune that the bills in the amount of $21,237.11 be paid. MOTION CARRIED.
COMMITTEE REPORTS: ALL REPORTS ARE ATTACHED
HISTORICAL SOCIETY: Councillor Fortune reported that he is attempting to having the ground levelled before winter temperatures and weather become an issue.
SENIORS: Councillor Ross had nothing to report.
AMBULANCE NB: Councillor Ross had nothing to report.
HEALTH & WELLNESS: Councillor Brennan reported that no meetings have been held. Waiting to hear back from Wendy Vickers about the bulb lighting in the park.
ATV: Councillor Underhill reported that no meetings have been held.
HOME & SCHOOL: Councillor Underhill reported that they are selling tickets on items and they will be displayed at the credit union. A bbq was held at the lawnmower races.
WEB PAGE: Councillor Brennan reported that Leslie continues to update the web page.
FIRE DEPARTMENT: Councillor Ross gave fire report for October 2020. Total manpower available (24), Call responded to within village during month (0), call outside village (4), training session held (4), Man Hours (70); New equipment: Nil; Equipment Not in Service: one exhaust fan broken, truck #2.
RCMP: Councillor Ross had nothing to report.
EMO: Councillor Ross had nothing to report.
DOG CONTROL: Councillor Fortune gave report. No complaints.
STREET LIGHTING: All lights are working and those that are not have been reported.
LEISURE SERVICES: Councillor Brennan had nothing to report.
RECREATION: Councillor Underhill reported that no meetings have been held.
TOURISM Councillor Underhill had nothing to report.
BEAUTIFICATION: Councillor Ross reported that the wreaths will be ready next week and will be put up the first week in December.
PARK: Councillor Fortune reported that there was a small fire located near the playground. Police and fire were at the site. Looking into the events leading up to the fire.
UNSIGHTLY PREMISES: Councillor Brennan had nothing to report.
FINANCE: Mayor Hennessy reported that finances are in order.
BUILDINGS: Councillor Fortune had nothing to report.
SEWER: Councillor Fortune reported that the system has been flushed.
STREET & PUBLIC WORKS Mayor Hennessy reported that North Shore Construction has completed some of the paving around the village and the catch basin on Main Street. There are still a few ditching jobs that need to be completed before winter.
Regional Service Commission: Mayor Hennessy had nothing to report.
Publicity & Promotion: Mayor Hennessy reported that he attended the groomer unveiling on Monday. It was well attended.
NEW BUSINESS:
9.1 Flag Poles @ Park
Discussion was held on the flag poles at the park. They are in need of repair and quotes will be collected. Repair to take place next spring.
9.2 Wreaths
Moved by Councillor Underhill, seconded by Councillor Fortune to hire Gary Manderville to make 28 wreaths at a cost of $980. MOTION CARRIED.
9.3 By-Law Enforcement Officer
A discussion was held on the need for a by-law enforcement officer. At this time council does not feel it would benefit the village.
9.4 Firemen Plaque
Moved by Councillor Fortune, seconded by Councillor Brennan to purchase 24 plaques for the firemen at a cost of $21.95 each. MOTION CARRIED.
Councillor Underhill declared a Conflict of Interest and excused herself from the meeting.
9.4 Insurance Renewal
Moved by Councillor Ross, seconded by Councillor Brennan to accept the only bid for village insurance from MacRae Insurance. MOTION CARRIED.
Moved by Councillor Ross to adjourn the meeting at 19:35 hours.

Council meets in regular session on the first Tuesday of each month. Meetings begin at 6:00 pm in the Council Chambers at the Miramichi River Valley Municipal Office, 12 Bartholomew Road South in Blackville and are open to the public.
